Supports NATO exercise governance, strategic alignment, and multi-year planning by integrating warfare development priorities, MDO objectives, innovation, and future warfighting requirements. Coordinates with multinational and interagency stakeholders, contributes to planning conferences, develops campaign plans and exercise products, supports experimentation and capability assessments, and documents after-action findings, lessons learned, and actionable recommendations.

Develops SCORM-compliant e-learning courses by conducting training needs analyses, defining learning objectives, structuring course content, creating storyboards, selecting instructional strategies, and designing assessments. Collaborates with subject matter experts, clients, and stakeholders across NATO-related organizations. Evaluates course effectiveness, gathers feedback, and continuously improves learning content and delivery methods.

Provides strategic analysis of emerging technologies and their applicability to military environments and future conflicts. Responsibilities include identifying and cataloging emerging technologies, assessing technology readiness, developing adoption pathways and milestones from IOC to FOC, supporting technology advantage planning, updating vision documents, and engaging NATO and external stakeholders.

Develops non-Microsoft low-code/no-code workflow prototypes and operational pilots for CAPDEV organizations. Works with process owners to analyze workflows, translate requirements into minimum viable digital solutions, integrate data and services, conduct user testing, iterate based on feedback, apply lifecycle and configuration controls, and prepare successful prototypes for enterprise scaling or sustainment.

Develop and maintain data integration, engineering, analytics, and decision-support solutions for infrastructure programs. Work with program managers, analysts, data owners, and stakeholders to identify requirements, integrate multiple data sources, build structured data models, establish quality controls, and modernize manual collection workflows. Create dashboards and analytical products, document solutions, support testing and operational use, and enable continued maintenance through source control and change-managed configurations.

Develop, administer, test, deploy, document, troubleshoot, and sustain Microsoft 365, SharePoint, Power Apps, and Power Automate solutions. Work with CAPDEV stakeholders to analyze manual processes, elicit requirements, design information architectures, digitize workflows, integrate structured data and enterprise services, manage solution lifecycles, and provide operational support and knowledge transfer. This is a 100% onsite position.

Analyzes emerging and disruptive technologies for military applications, future conflicts, capability shortfalls, and adoption pathways. Supports strategic foresight, NATO defense planning, capability development, experimentation, and analysis of alternatives. Identifies and catalogs emerging technologies, evaluates operational relevance, develops evidence-based recommendations, coordinates technology programming, and maintains knowledge of adoption status across military and national stakeholders.

Advises NATO DCIS leadership on emerging deployable communications technologies, conducts capability gap and interoperability assessments, develops modernization recommendations, evaluates technology integration with legacy and next-generation architectures, produces technical reports and briefings, and supports operational testing and evaluation.

Manage and coordinate capability requirements for the NC3 Modernization Programme. Responsibilities include maintaining requirements and benefits realization plans, reviewing security and classification documentation, engaging stakeholders across political, operational, and tactical levels, supporting requirements quality assurance, and developing measurable capability acceptance criteria in collaboration with agencies, users, and allied organizations.

Coordinates, plans, and executes NATO Digital Backbone demonstration, test, and experimentation events. Develops project plans, defines objectives, manages multinational stakeholders, oversees event execution, and prepares post-event reports. Requires technical event planning, project management, military communications network expertise, NATO familiarity, international travel capability, and current PMP certification.

Provides systems engineering and technical assistance for DoD AI and machine learning test and evaluation programs. Evaluates model performance and robustness, advises on testing methodologies, supports investment strategies, and assesses emerging AI, autonomy, robotics, cloud, and machine learning technologies. The role requires hands-on machine learning algorithm development, knowledge of DoD acquisition and testing environments, and familiarity with major test ranges and related investment programs.

The Integration Specialist ensures interoperability between border security technologies, develops interface specifications, and supports system integration testing and validation.

The Systems Engineer conducts trade studies and technical analysis, focusing on border security technologies and system architecture for optimal sensor deployment.

The Test Director leads the planning, execution, and analysis of operational tests for border security technologies, ensuring compliance with PMOD standards in diverse environments.
