ARSIEM is looking for a CNO Analyst/Programmer 4. This position will support one of our Government clients in Annapolis Junction, MD.
Responsibilities
- Provides custom software design and development of CNO tools and techniques.
- Designs and develops end-to-end data flow and tasking into CNO tools developed.
- Provides/authors documentation and participates in design, code, and software readiness reviews following the Government's software development procedures and processes.
Minimum Experience
- Bachelor's degree in computer science, information systems, or network engineering.
- Twelve (12) years of programming experience in computer science, information systems, or network engineering.
- In place of a Bachelor's Degree, an additional four (4) years for 16 years of programming experience in computer science, information systems, or network engineering.
- A Master's Degree plus ten (10) years of experience or a Ph.D. plus eight (8) years of experience may be substituted.
- 4 years of experience leading highly complex custom software design and development of CNO tools and techniques for operational use.
Capabilities
- Program in Assembly, C, C++, Java, Perl, or Python.
- Develop Windows applications using Visual Studio or .NET environments; UNIX applications using make files or comparable build environments; or, Embedded or mobile platform development using proprietary, GOTS, or open-source build environments.
- Provide/author documentation, and participate in design, code, and software readiness reviews as prescribed by the Government's software development procedures and processes.
- Use software version control tools (e.g., Subversion or CVS).
- Debug software and troubleshoot issues.
- Design and develop end-to-end data flow and tasking for CNO tools developed.
- Provide/author documentation, design, code, and software readiness reviews as prescribed by the Government's software development procedures and processes.
- Provide/author and participate in technical presentations on assigned projects.
- Develop network sockets program including packet-level programs, expert packet level understanding of IP, TCP, and application-level protocols.
- Develop packet-level programs

- Lead CNO Analysts/Programmers in daily tasks.
- Actively participate and direct the design and development of end-to-end data flow and tasking for CNO tools developed.
- Actively participate and lead/direct the development of new CNO solutions that meet customers' demands.
- Ability to develop in Unix and Windows low-level internals (e.g., OS runtime linker/loader, object file formats (e.g., PE, COFF, ELF), file system internals (e.g., NTFS, ext2, btrfs), OS-specific mandatory and discretionary access control mechanisms, and process and thread APIs and data structures)).
Clearance Requirement: This position requires an active TS/SCI with a polygraph. You must be a US Citizen for consideration.
