Black Canyon Consulting (BCC) is searching for a Data Scientist/Analyst 1 to support our work at the Lister Hill National Center for Biomedical Communications at the National Library of Medicine (NLM), an institute of the National Institutes of Health. This opportunity is full-time with BCC and it is on-site in Bethesda, MD and/or remote.

This position is in the Office of the Associate Director, Division of Extramural Programs (EP), at the National Library of Medicine (NLM). EP provides policy guidance, program development, evaluation, coordination, and overall operational and administrative management for extramural programs provided by the National Library of Medicine.

Extramural Programs include the following organizational units: Office of the Associate Director, Administration, Committee Management, Grants Management, Scientific Review, and Program Management. The Division’s activities have a national and international impact on the extramural library and informatics community. This is achieved through grants and contract support for biomedical computing and information projects, including informatics/biomedical informatics research, resource grants (e.g., databases, information networks, internet connections, enterprise information systems, including the National Network of Libraries of Medicine), national programs in training for research in bioinformatics and data science, clinical informatics, health informatics, support for conferences, and Small Business Innovative Research grants. Additionally, the Division supports publication grants, primarily in the field of medical history.

This position reports to the Deputy Associate Director for Extramural Programs, NLM.

Duties and Responsibilities

  • The incumbent serves as a Data Scientist/ Research Analyst 1 to develop and implement comprehensive plans and strategies for the internal and external integration of day-to-day and long-range projects, actions, and activities for the assigned organization. Such projects and programs may be in support of administrative functions or scientific research activities.
  • Evaluate data science methodologies including artificial intelligence/ machine learning, statistical analysis, and data visualization to extract insights to support evidence-based decision-making.
  • Conducts analysis and applies program evaluation techniques to inform strategic planning.
  • Reviews government regulations, agency policies, and procedures, interpreting information for others to ensure compliance and effective program implementation.
  • Assists in performing general administration and advisory services and/or functions related to program operations.
  • Responds to inquiries and requests from senior officials and staff members, using information obtained from multiple sources.
  • Provides technical support to program staff during the development of projects or programs, including the establishment of goals, performance measures, and priorities. Assists in ensuring the organization’s ability to respond to major changes in business models and new technologies that affect the accomplishment of the mission.
  • Uses various software applications, such as word processing, spreadsheets, and presentation software, to prepare documents for other employees.
  • Participates in developing timely and executable plans of action for assigned programs requiring extensive coordination. The incumbent manages assigned actions, monitors status, prioritizes activities, and provides comprehensive status updates.
  • Researches and analyzes program issues, determining what information is required based on conditions and factors that relate to the subject program and related programs. Reviews information, reconciles conflicting data, and analyzes findings to develop recommendations and proposals.
  • Participates in special studies, which include analyzing data, developing formats to report the results of studies, and recommending alternative courses of action based on analytical findings.
  • Organizes and coordinates the development of guidance memoranda, white paper, and informational notices with officials and staff from other organizational components within an IC or within NIH.
  • Attends meetings with staff and officials from the IC, NIH, and/or other Federal agencies to provide coordination and consistency for policy and program recommendations and guidelines.
  • Engages in ongoing data analysis and continuous improvement efforts to optimize program outcomes and operational processes.
  • Performs other duties as assigned, focusing on applying data science techniques to enhance program efficiency and impact.

Required Qualifications and Skills

  • Bachelor’s degree in biomedical informatics, data science, or related field. A master’s degree or higher is preferred.
  • Possess a thorough understanding of how artificial intelligence/machine learning/data science techniques can be used in health and biomedical research settings.
  • Proficiency in quantitative analysis and modeling techniques, including knowledge of artificial intelligence, statistics, and data science tools.
  • Skill in applying analytical and evaluative techniques to identify, consider, and resolve issues or problems of a procedural or factual nature.
  • Understanding of program management and administrative processes, with a focus on using data science to improve outcomes.
  • Proficiency in data science programming languages (e.g., Python, R, SQL) and data visualization tools (e.g., Tableau, Power BI).
  • Strong written communication skills to draft data-driven reports, policies, and recommendations.
  • Effective oral communication skills for presenting complex data insights clearly to diverse audiences.
  • Proficiency in software applications for data analysis and documentation, including office automation tools (Word, Excel, PowerPoint).
  • Strong written and verbal communication skills, as well as good time management and organizational skills are needed.
