Overview:
Plans, organizes, directs and evaluates the activities of the technical, professional and clerical staff engaged in providing computer services, including installations and support functions, for the Office of the Secretary of State (SOS); develops, implements and maintains procedures and guidelines to be followed by all departments in requesting hardware/software and services; develops and implements processes and procedures for the General Services systems to ensure compliance with established SOS Policies; analyzes and recommends improvement for current hardware/software operations policies and procedures, acts as a consultant to General Services managers statewide in supporting the needs of all General Services departments; communicates needs of General Service to the Director of Information Technology.
Duties and Responsibilities:
  • Develops, implements, and maintains procedures, processes, and guidelines for all General Services departments to become and remain compliant with all Secretary of State policies including but not limited to the Security Policy and the IT Standards documents.
  • Plans, organizes, directs, and evaluates the activities of the General Services department IT professional staff engaged in providing computer services, including new and legacy code and support functions, for the Office of the Secretary of State; may participate in interviews and evaluates hiring criteria and questions for filling vacancies for the Technical Services Division.
  • Develops and implements procedures and guidelines to be followed by all departments in requesting applications, development, and support; approves or modifies recommendations from subordinates for operating department’s requests for services; reviews the needs of user departments concerning updates and purchases; develops and implements policies of the total management process of the statewide General Services application stack.
  • Analyzes and recommends improvements to administration for current hardware/software operations policies and procedures; determines expansion feasibility of those services to other areas of the organization, formulates policies for long range hardware/software plans, and recommends new systems and procedures to improve services; directs staff in furnishing technical advice to departments in resolving problems related to acquired hardware/software.
  • Acts as a consultant to division managers statewide in preparing proposed hardware/software budgetary material of the Department of Information Technology; confers with IT Fiscal staff to manage budgetary requirements for all technical operations including, but not limited to network hardware, communications and General Services application costs, software; maintains documentation for all licenses for software or hardware, ensures SOS is in compliance with all required licensing.
  • Maintains contacts with all Secretary of State Departments, divisions, and sections; prepares and presents programs to those managers on new hardware/software systems; maintains contact with vendors, manufacturers, and consultants in order to keep abreast of the latest technology and equipment advance and the possible applications in the Office of the Secretary of State.

Education and Experience:
Requires knowledge, skill and mental development equivalent to completion of four years college, preferably with courses in mathematics, statistics, or computer science and four years of progressively responsible professional experience in systems analysis, operations, software or a related data processing function.
Knowledge, Skills and Abilities:
  • Requires extensive knowledge in computer hardware, software, communications or applications.
  • Requires extensive knowledge of data systems applied research procedures and systems modeling.
  • Requires working knowledge of management principles and practices.
  • Requires ability to develop and manage a sophisticated function of a management information system.
  • Requires ability to conduct subsystem assurances.
  • Requires ability to resolve management problems through computer applications.
  • Requires willingness to travel and possession of a valid Illinois driver’s license as required by individual positions within the class.
  • Requires a valid Illinois Driver’s License. Requires the ability to lift and carry up to 25 pounds and push/pull up to 50 pounds.
