Location: United States. Availability during Central Time business hours preferred.
Employment Type: W-2 or Corp to Corp, full time, 40 hours per week (approximately 2,080 hours per year)
Engagement Type: Contract, one year with the possibility of up to four one-year extensions

Position Summary

Dhaka Technologies Limited Company is hiring a Data Scientist on behalf of a client. The client is building a centralized public health data platform that consolidates health data into an interactive environment of maps, charts, tables, and point and click analysis tools. This role supports the upstream data work that feeds that platform, curating datasets and indicators, preparing and validating data for ingestion, and applying data governance standards to protect sensitive health information. The selected candidate works in partnership with the client's program and technical staff, with priorities coordinated through a weekly project meeting.

Key Responsibilities

  • Support the ingestion, curation, and integration of datasets into the platform from agency systems, other state agency sources, federally curated sources, and local or county datasets.
  • Develop and maintain metadata for datasets and indicators, including data dictionaries and documentation of data element and variable changes.
  • Apply data governance standards to indicators, including rate and stabilization rules and small cell suppression safeguards, in coordination with the platform vendor.
  • Apply data privacy, deidentification, and statistical disclosure limitation methods to protect sensitive health data.
  • Identify solutions for information access, including data repositories and visual display of information for data quality review and decision making, accounting for legal, confidentiality, and security considerations in data collection, storage, and access.
  • Support the client's ability to manipulate data, run reports, and develop dashboards through Power BI, ESRI, Tableau, and associated platforms.
  • Communicate with system and data users inside the agency and with external stakeholders including hospitals, community coalitions, Tribal Nations, rural health clinics, and academic and research organizations.

Minimum Qualifications

  • Minimum of ten years of professional experience in data science, data analytics, or a closely related field.
  • Previous experience supporting a state government data modernization initiative is required.
  • Bachelor's degree in Data Science, Mathematics, Computer Science, or a related field.
  • Knowledge of statistical methods, data modeling, and analysis software such as SAS or R.
  • Experience with Power BI, ESRI, Tableau, or comparable data visualization software.
  • Experience with SQL, Python, or other scripting languages.
  • Proficiency with Microsoft Office tools.
  • Two years of experience working in a public health setting. A public health setting includes state and local health departments, tribal health programs, federally qualified health centers, public health laboratories, community health organizations, and academic or research institutions engaged in population level health work. Experience limited to direct one on one clinical or long term care services does not satisfy this requirement on its own. Broader public sector or healthcare experience may be considered where the candidate can demonstrate equivalent capability.
  • Ability to provide technical assistance, training, and support based on applicable principles and standards.
  • Ability to communicate with technical and non-technical staff, both verbally and in writing.

Additional Requirements

  • Must be authorized to work in the United States.
  • Must be located in the United States. Offshore work is not permitted on this engagement.
  • Must be able to complete a fingerprint background check, which is required because of the protected data accessed in this role.
  • Work is performed within the client's secure environment on client issued equipment.
  • Occasional travel is expected, estimated at two trips per year to the client site. Travel is pre-approved and reimbursed at applicable per diem rates.
