Company
Federal Reserve Bank of Kansas City
Data is the fuel for nearly every decision within the Federal Reserve System, and we are working to modernize how Supervision and Regulation (S&R), including Consumer Compliance, manages and uses data via the Common Data Platform (CDP) and Common Exam Platform (CEP).
CDP and CEP are exciting, multi-year, strategic initiatives aimed at developing cloud-based platforms for supervisory processes and data management. In partnership with Federal Reserve System IT, CDP and CEP are being developed to move supervisory data and data management capabilities to the cloud to improve users' experiences in accessing, generating, analyzing, modeling, and deriving value from trustworthy, high-quality data to drive business goals and strategies.
S&R's CDP and CEP Programs are currently seeking to fill a full-time Data Management Specialist role. This role's primary purpose in the immediate term is to serve as a dedicated business subject matter expert for supervisory data, ensuring it is reliable and consistent to support business analytics, downstream decision-making, review of supervisory findings, and the positioning of data for future AI use cases. This position will strengthen supervisory data quality to enable reliable business intelligence across S&R.
This role will advance S&R's data governance program and data management processes by developing critical business subject matter expertise in S&R examination data. In the future, this position will also help mature S&R data management processes overall and support future data investments, including S&R's broader data catalog, data quality monitoring and remediation efforts, data policy implementation, and access management initiatives.
In this role, we encourage creativity and inclusive decision-making and support innovative approaches to work processes. You will also be expected to communicate, facilitate, and deliver information and presentations to a wide variety of individuals, including regular interactions with S&R and System IT executive leadership.
We empower our people to balance their life and work responsibilities. That's why we offer a flexible work model that allows you to collaborate with office colleagues on most days, while allowing work from home on others[KJ1.1]. Adherence to hybrid arrangements (e.g., days in office) will align with the applicant's home district's current policies. You will report directly to the CDP Data Management Manager and administratively to a leader in your local S&R function.
Key Activities
  • Serve as a key business subject matter expert for supervisory data, ensuring it is reliable, accurate, complete, and consistent to support business intelligence, downstream decision-making, and review of supervisory findings.
  • Define and implement data quality rules, metrics, and monitoring processes for supervisory data, establishing sustainable practices for issue identification, triage, and resolution.
  • Develop deep subject matter expertise in S&R examination data and processes to inform data quality standards and support the positioning of supervisory data for future AI use cases.
  • Partner with S&R stakeholders, CDP, CEP, and System IT teams to establish scalable data management solutions and support models that reduce risk and increase efficiency over time, including metadata/data cataloging initiatives, business data taxonomies, and broader data quality frameworks.
  • Serve as a subject matter expert and consultant for data management governance, standards, practices, and tooling, with particular attention to data quality assessment, issue resolution, and continuous improvement processes.
  • As the role matures, support S&R's broader data management initiatives, including facilitating adoption of data management practices, representing S&R in discussions on future-state access management solutions, and contributing to S&R data policy implementation.

Qualifications
  • At least 6 years of relevant data management experience, including exposure to data quality assessment, monitoring, or remediation.
  • Bachelor's degree with specialization in an information technology field from an accredited college or university, or equivalent combination of directly related education and/or experience.

  • Thorough understanding of systems and processes which produce data supply chains and support practical implementation of data lifecycle management, including discoverability, accessibility, and quality.
  • Demonstrated ability to communicate technical concepts to non-technical professionals and to translate business needs into technical requirements and tasks.

Preferred Qualifications:
  • Familiarity with S&R and Board data policies (e.g. access and confidential data use policies, various Board data governance policies).
  • General understanding S&R access management solutions and information security requirements. Knowledge of ABAC and RBAC access models preferred.
