We are recruiting for an experienced IT Data and AI Analytics Program Manager who will be part of our Enterprise Analytics (EA) and Project Management Office (PMO). The ideal candidate will have deep domain expertise in data analytics, business intelligence, and artificial intelligence solutions to lead strategic, high-visibility initiatives. In this role, you will oversee complex, multi-workstream projects that transform how our organization leverages data to drive decisions, improve outcomes, and unlock innovation. You will partner closely with data scientists, engineers, analysts, and business leaders to ensure successful delivery of advanced analytics and AI capabilities—from concept to production to KPI attainment—while aligning with enterprise strategy, governance, and compliance standards. The ideal candidate brings a proven track record in managing large-scale data and AI programs, exceptional communication skills, and the ability to bridge technical depth with executive-level influence. The EA team is in a growth mode with the team implementing modern data platform recently, setting up AI and Data Governance programs and upskilling to meet the growing needs of our organization. The Information Technology (IT) Program Manager at VCU Health is responsible for overseeing and coordinating the implementation and management of assigned highly complex technology programs that have organizational wide impact. IT Program Managers are considered domain experts in the assigned program. The IT Program Manager manages the implementation, operations, and evaluation of strategic programs within VCU Health. The IT Program Manager ensures the assigned portfolio, and its implementation is in alignment with VCUHS mission and vision.

Essential Job Statements

Responsible for program portfolio desired outcomes through day-to-day administration and management of program’s scope, schedule, quality, communication & stakeholder management, risk management, change management, resource and financial management.

Collaborate with health system and departmental leadership, the IT program manager develops the overall approach for assigned program, its major time frames, dependencies, and the definition of program value deliverables. 

Facilitate communication between IT teams and operational stakeholders to build and maintain relationships across stakeholder communities and alignment for successful program outcomes.

Maintains an in-depth knowledge of existing and developing technologies relevant to assigned program to serve as domain knowledge resource for assigned program.

Directs the creation and maintenance of the required program documentation and artifacts.

Leads, collaborates, and mentors cross functional teams in support of complex enterprise solutions and programs.

Identifies, develops, and executes cross functional continuous improvement programs framed by metrics illustrating effectiveness of assigned program.

Demonstrate personal ownership and accountability for safety across the area of responsibility by role modeling daily key concepts of a high reliability organization as personal work habits.

Perform other duties as assigned and/or participates in special projects to support the mission of VCUHS and the Department.

Ensure responsibility and visible commitment of diversity equity and inclusion programs/initiatives through collaboration and implementation of initiatives across the health

Employment Qualifications

Required Education: Bachelor’s degree in Information Technology, Healthcare Administration, Business Administration, Public Health, Health Informatics, Business & Project Management, or Engineering & Data Analytics

Preferred Education: Master’s degree in Information Technology, Healthcare Administration, Business Administration, Public Health, Health Informatics, Business & Project Management, or Engineering & Data Analytics

Licensing/ Certification

Licensure/Certification Required: PMP Certification or similar project management certification Scrum Master

Licensure/Certification Preferred: Lean Six Sigma (LSS)

Minimum Qualifications

Years and Type of Required Experience: Minimum of five (5) years of project management experience with organizational-wide, complex with inter-project dependencies. Working knowledge of associated implementation methodologies, techniques, processes, and approaches.

Other Knowledge, Skills and Abilities Required: Advanced competency with: Communication Organizational change management, Critical thinking, Program specific competencies and domain aptitude, Leadership with integrity, maintains strategic orientation, demonstrates business & financial acumen, champions innovation, manages execution, leads & develops people, Leading highly empowered, self-directed teams including cross-functional teams, Working knowledge of lean management tools and agile methodologies

Other Knowledge, Skills and Abilities Preferred: Familiarity with Service Now Strategic Portfolio Management (SPM), Ability to work well with people from different disciplines with varying degrees of technical experience. Ability to promote teamwork, Ability to manage project implementation teams and individuals and monitor the deliverables of each team, Effective interpersonal skills, Consultative approach to working with users in assessing needs and requirements, Ability to manage multiple tasks with ease and efficiency, Knowledge and practical experience with process improvement methodologies (e.g. Lean) and Agile methodology, Knowledge and experience of change management principles and methodologies and tools.

Working Conditions: Periods of high stress and fluctuating workloads may occur. General office environment. Required to car travel to off-site locations, occasionally in adverse weather conditions. Long-distance or air travel as needed- not to exceed 10% travel. May have periods of constant interruptions.
