The Data Analyst will support their TIERS (Texas Integrated Eligibility Redesign System) by providing senior-level business and data analysis for systems that manage public-benefit eligibility processes. TIERS is an operational eligibility system used by HHSC staff to access and verify eligibility information. The Data Analyst understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system
Responsibilities:
- Understand business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives
- Lead JAD sessions and stakeholder interviews to define business needs, document current and future processes, and translate eligibility-program requirements into actionable system and data specifications.
- Develop and execute complex SQL queries and joins to investigate data, identify quality issues, validate business rules, and produce analytical findings for technical and program teams.
- Design dashboards, KPIs, and performance measures that communicate operational trends and support data-driven decisions throughout the integrated eligibility system lifecycle.
Requirements
Minimum Qualifications: candidates must meet all minimum qualifications
- 8 years experience in IT, supporting the design, development, or delivery of technology solutions.
- 8 experience with Integrated Eligibility systems, including full SDLC involvement (requirements through implementation).
- 8 experience in business analysis and data analysis.
- 8 experience conducting JAD sessions, eliciting requirements, and documenting business processes and data analysis findings.
- 8 experience using SQL, including the ability to create and execute complex joins.
- 8 experience analyzing data quality.
- 8 experience designing dashboards, including measures and KPIs.
Preferred Qualifications:
- 4 experience with the Texas Integrated Eligibility Redesign System (TIERS).
Additional Requirements:
- Local candidates only; must currently live within 50 miles of the Austin, Texas work location.
- Services are expected to start 09/01/2026 and are expected to complete by 08/31/2027.
- Total estimated hours per candidate shall not exceed 2,008 hours.
Work Location and Schedule:
Location: 4601 W. Guadalupe, Austin, Texas 78751.
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
Work Arrangement: Hybrid – On Site and Telework.
