The Data Analyst will provide advanced analytical, reporting, and data visualization. This role will leverage statistical analysis, data mining, and business intelligence tools to transform complex scientific, financial, and administrative data into actionable insights that support executive decision-making. The Data Analyst develops reports, dashboards, and analytical products that inform strategic planning, program evaluation, and responses to Congressional and agency leadership inquiries.
Job Responsibilities:
- Utilize statistical methods and data mining tools to assist the leadership in making decisions.
- Analyze and curate data from a variety systems, including IMPAC II, RePORTER, QVR, PayPlan, etc. Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of programs in meeting established goals and objectives of the Agency priorities; and analyze and integrate program financial and technical information.
- Conduct in depth analysis and data mining to provide critical information in response to Congressional and Agency inquiries regarding grants and contracts.
- Create dashboards or interactive data summaries (Tableau, PowerBI, etc)
- Develop comprehensive reports that clearly articulate findings, supported by visualizations and data models and as needed, tailor reports to address specific inquiries from Congress and Agency stakeholders, ensuring clarity and relevance.
- Utilize advanced statistical methods and data mining techniques to uncover trends, patterns, and anomalies within the data in order to provide accurate results to leadership.
- Conduct comparative analyses to evaluate the effectiveness and efficiency of programs in achieving their objectives aligning with agency priorities.
- Assist in the evaluation of new or enhanced programs and initiatives.
- Provide technical and program guidance and direction in the areas of support.
- Collaborate with other staff to integrate work activities.
- Other duties as assigned by the Task Leader.
Required Qualifications:
- Bachelor's degree in Data Analytics, Statistics, Computer Science, Data Science, Mathematics, Public Health, Economics, Information Systems, Business Analytics, or a related quantitative field.
- Minimum of 5 years of pexperience performing data analysis, statistical modeling, business intelligence, or program evaluation.
- Experience supporting a federal agency.
- Working knowledge of NIH systems such as IMPAC II, NIH RePORTER, QVR, PayPlan, eRA Commons, iSearch, or other NIH enterprise data systems.
- Experience responding to executive leadership, Congressional, OMB, or agency data requests.
- Experience analyzing large, complex datasets and translating findings into actionable recommendations for executive leadership.
- Demonstrated experience creating interactive dashboards and visualizations using tools such as Tableau, Microsoft Power BI, or similar business intelligence platforms.
- Experience applying statistical methods, data mining techniques, and predictive or trend analysis to support organizational decision-making.
- Strong analytical and critical thinking skills with the ability to identify trends, patterns, anomalies, and data quality issues.
- Excellent written and verbal communication skills with the ability to present complex technical information to both technical and non-technical audiences.
- Demonstrated ability to prepare executive-level reports, presentations, and data visualizations that support strategic planning and policy decisions.
- Ability to manage multiple priorities while meeting competing deadlines in a fast-paced environment.
- Ability to work independently while collaborating effectively within multidisciplinary teams.
