Title: Data Analyst V (Senior)
Clearance Type: None
Scope: Under limited direction, manages complex funding transactions for the Directorate.
Responsibilities (including but not limited to):
Funding & Financial Data Management
- Own end to end data workflows for complex funding transactions (obligations, commitments, expenditures, modifications, closeouts) for the Directorate.
- Validate PR/PO data integrity; reconcile funding lines, CLIN/SLIN structures, and execution status across source systems and reports.
- Monitor burn rates, unliquidated obligations (ULOs), at risk funds, and period of performance (PoP) timelines, alert stakeholders to variances and deadlines.
Contract Oversight (Cradle to Grave)
- Track and report on contract lifecycle milestones from requirement definition through award, execution, modifications, and closeout.
- Maintain dashboards and scorecards for assigned groups; surface bottlenecks, cycle times, and throughput metrics to drive process improvements.
- Provide contract data, analysis, and advice to the Directorate; support dispute resolution with evidence based findings, audit trails, and documentation.
Reviews & Approvals
- Review and approve related purchase requests and orders, ensuring alignment to funding authorities, scope, and applicable policies.
- Coordinate with Contracting Officers, CORs, Program Managers, and Comptrollers to ensure timely, accurate processing of transactions and actions.
Reporting & Decision Support
- Build and automate Power BI/Tableau dashboards; publish weekly/monthly execution reports, KPIs, and exception alerts for leadership.
- Develop ad hoc analyses, forecasts, and “what if” scenarios to inform resourcing, contract strategies, and risk mitigation.
- Prepare briefings and read aheads for Directorate leadership; translate complex data into clear recommendations.
Data Governance & Compliance
- Establish data quality standards, controls, and validation checks; maintain documentation and audit readiness for all reports and data pipelines.
- Ensure compliance with applicable policies and procedures (e.g., PR/PO processing standards, funding/accounting practices, documentation requirements).
Qualifications
- At least ten (10) years of experience in a related field.
- A minimum of four (4) years of additional relevant experience may satisfy degree requirements.
