Data Analyst and SETA Technical Support SME – Undersea Warfare (USW), Top Secret
Blue Sky Innovators is seeking a SETA Technical Support SME specializing in undersea warfare (USW) to join our team in Chantilly, VA. The Technical Support SME will be responsible for the following:
- Provide Program Officer support for ONR Code 32 programs including Antisubmarine Warfare (ASW), Mine Warfare & Ocean Engineering (MIWOE), Undersea & Remote Sensing Systems (URSS), and Explosive Hazard Defeat / Joint Service EOD programs.
- Support program management, leadership, and coordination activities across assigned portfolios.
- Develop detailed test, experimentation, and demonstration plans.
- Plan, coordinate, direct, and support execution of field events and demonstrations.
- Conduct field logistics planning and execution.
- Provide environmental compliance support for program activities.
- Serve as a maritime systems subject matter expert supporting technical and operational initiatives.
- Develop and present program status briefings and reports to leadership.
- Coordinate activities across program teams and stakeholders to ensure efficient execution of projects and workflows.
- Support project planning and execution efforts.
- Evaluate field experiments and demonstrations and assist with analysis of results.
- Develop Data Collection Plans (DCPs) for field events.
- Manage and coordinate maintenance and material readiness of ONR-owned equipment.
- Support CONUS and potential OCONUS field and at-sea events as required.
Key Requirements:
- Active Top Secret clearance.
- Bachelor's degree.
- 10+ years of Undersea Warfare, Submarine, NSW, Intelligence, EOD/Diving, Engineering Duty, or equivalent senior military/government program experience.
- Experience supporting program execution, technical analysis, reporting, and executive-level briefings.
- Experience coordinating with senior leaders, Program Officers, and stakeholders.
Salary range for the position is $150,000 - $180,000 per year. Specific compensation will be determined by several factors including experience, education, skills, and knowledge. We also offer medical/dental/vision benefits and 401k contribution.

Skills Required
- Active Top Secret clearance
- Bachelor's degree from a fully accredited college or university
- Ten years of operational fleet experience qualified in an Undersea Warfare (USW) specialty area or equivalent staff support for Flag/General Officer-level staffs
- Warfare area experience such as ASW (SWO or Aviator), Submarines, UUVs/Robotic & Autonomous Systems, or Meteorology & Oceanography (METOC)
- Experience in technical and program execution management support related to analysis, technology improvement, and reporting of S&T and space-based remote sensing program scientific and engineering research
- Experience preparing and finalizing reports for Flag Officers, Congressional staff, and public presentation
- Experience coordinating with executive, program officer/manager, staff personnel and other stakeholders to ensure processes and workflows function efficiently
- Staff experience (OPNAV, JCS, OSD, or similar)
- Experience creating quad charts, coordinating meetings, responding to RFIs, understanding budget cycles, and responding to official taskers
- Experience with Navy ERP or similar SAP systems
- Fleet engineering qualifications
- Data science certification(s)
- Master's degree in a technical field, business, or public management
- Experience working with the Office of Naval Intelligence (ONI)
- Completion of DAWIA S&TM Level I or foundational engineering and technical management training
- Program Management Professional (PMP) certification (may reduce required experience from 10 to 8 years)
