The NYC Law Department is seeking a permanent city employee in the civil service title of Associate Staff Analyst for its Affirmative Litigation Division. The qualified candidate will primarily be responsible for assisting the Affirmative Litigation Division’s: (1) tenant-protection work, which involves litigation against landlords who violate City laws meant to keep tenants and buildings safe, and; (2) the Division’s collections work, which involves working with outside counsel to recoup money from individuals and entities that have been adjudicated to owe the City significant money. The qualified candidate will work closely with several attorneys in the Division to develop and implement strategies for the collection and analysis of data related to building violations, property records, judgment rolls, and other collections data. The qualified candidate will help develop, maintain, and refine tools and analyses that support and can be used in litigation.
The qualified candidate will perform essential duties and responsibilities that will include but are not limited to the following tasks:
- Providing support to the Division’s tenant-protection work, including:
o Using R and Excel to create, maintain, and run programs and scripts to compile large data from multiple sources (primarily NYC Open Data) and run analyses;
o Synthesizing data and communicating findings in a clear and organized way to a variety of audiences, including preparing documents that will be used in support of litigation, preparing testimony, and testifying about findings;
o Analyzing, tracking, and reporting on data relevant to code violations and civil-penalty calculations;
o Actively participating in case team meetings and offering and implementing data-focused ideas to support the Division’s objectives;
o Thinking creatively about the needs of attorneys in the Division and developing tools to support our litigation;
- Providing support to the Division’s collections practice, which uses outside counsel and in-house attorneys to collect judgments and debt on behalf of the City, including:
o Developing and using appropriate data-analysis tools and processes to assess and improve the collections practice;
o Using Excel to prepare, review, and analyze reports and projections relating to referrals and collections;
o Investigating and preparing responses to collections-related inquiries requiring data analysis;
o Developing and implementing processes for searching, tracking and analyzing docketed and undocketed violations adjudicated by the City’s Office of Administrative Trials and Hearings;
o Developing system of identifying reportable judgments, orders, and settlements from Division and collections practice.

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.

Skills Required

  • Permanent in the civil service title of Associate Staff Analyst (appointed from Associate Staff Analyst Civil Service List)
  • Passed the Associate Staff Analyst Civil Service Exam and be reachable on the active/soon-to-be-established list for appointment
  • Education/experience meeting one of the civil service paths (e.g., Master's +1 year; Bachelor's +3 years; Associate degree/60 credits +5 years; High school diploma +7 years; or equivalent combination)
  • Experience using R to create, maintain, and run programs and scripts to compile and analyze large datasets
  • Advanced Excel skills for preparing, reviewing, and analyzing reports and projections
  • Experience working with NYC Open Data and compiling data from multiple public sources
  • Ability to synthesize data, prepare litigation materials and testimony, and communicate findings to attorneys and varied audiences
