Our client is seeking a Cybersecurity Program Manager to oversee enterprise Information Security Program Support Services for the National Institutes of Health (NIH). This individual will provide leadership for contract execution, project management, staffing, customer engagement, and performance management while ensuring successful delivery of cybersecurity services supporting NIH's Office of Information Technology.
Responsibilities- Serve as the primary point of contact for the Government.
- Manage overall contract performance, staffing, schedules, budgets, risks, and deliverables.
- Develop and maintain the Integrated Master Schedule (IMS).
- Lead program governance meetings and Quarterly Program Reviews (QPRs).
- Manage program risks, issues, dependencies, and corrective actions.
- Coordinate activities across cybersecurity operations, engineering, RMF, incident response, vulnerability management, and ISSO teams.
- Develop Program Management Plans, Task Order Management Plans, Risk Registers, and executive reporting.
- Produce executive dashboards, performance metrics, and status reports.
- Ensure contract compliance with NIH, HHS, and federal requirements.
- Manage transition-in and transition-out activities.
- Support customer communications and strategic planning.
- Ensure quality control across all contract deliverables.
- Bachelor's degree in business, Information Systems, Cybersecurity, Engineering, or related field (experience may substitute).
- 10+ years of Federal Program Management experience.
- 5+ years managing enterprise IT or cybersecurity programs.
- Demonstrated experience managing multi-disciplinary technical teams.
- Experience supporting Federal contracts exceeding multiple workstreams.
- Strong knowledge of project management methodologies and lifecycle management.
- Experience managing Integrated Master Schedules, risk registers, staffing plans, and executive reporting.
- Outstanding written and verbal communication skills.
- PMP Certification
- ITIL Foundation
- Experience supporting NIH, HHS, or other civilian agencies.
- Familiarity with FISMA, RMF, and federal cybersecurity programs.
Skills Required
