ECS is seeking a Cyber Program Manager to work in our Washington, DC office.
As the Cyber Program Manager, you will play a key role in executing program management duties and driving strategic initiatives for large federal clients. This position requires a critical thinker with expertise in RMF, process improvements, and consulting services.
Contract & Program Management
- Serve as the first point of contact for all contractual, administrative, and performance matters.
- Provide overall Contract leadership, resource planning, and coordination to ensure call order deliverables and timelines are met.
- Interface with the Contracting Officer (CO) and Contracting Officer’s Representative (COR) to resolve any issues and report status.
- Provide day-to-day oversight and guiding a team of Subject Matter Experts (SMEs).
- Oversee day-to-day financial management, including budget tracking, resource allocation, and financial forecasting to ensure operational efficiency.
- Establish program objectives and performance metrics to measure success and drive continuous improvement.
Technical Execution (RMF & Compliance)
- Oversee and execute all RMF Step 4 activities, including assessment planning, evidence collection, security control evaluation, and risk reporting.
- Ensure assessments follow NIST SP 800-53A Rev. 5, SP 800-115, and Department of State guidance.
- Lead coordination with ISSOs, system owners, and stakeholders.
- Support documentation development (e.g., SAP, SAR, POA&Ms), evidence tracking, and compliance with RMF workflows.
- Provide technical and process support for issue resolution, remediation verification, and continuous monitoring tasks.
- Maintain version control and assist in preparing briefings and reports.
Client & Team Leadership
- Manage cross-functional, matrixed teams in an agile environment to achieve project objectives effectively.
- Work with Program Delivery Leads to identify and implement best practices in systems engineering and process improvements that align with program values of transparency, inclusion, and continuous improvement.
- Develop and maintain client relationships to define needs, address challenges, develop requirements, and recommend solutions.
- Foster and manage strong relationships with teaming partners, ensuring alignment with program goals and effective coordination across stakeholders.
- Embody servant leadership, proactively identifying opportunities to enhance processes and optimize resource allocation.
Salary Range: $180,000 - $210,000

- 8+ years of progressive and broad cybersecurity and program leadership experience.
- Demonstrated success managing cross-functional, matrixed engineering teams to effectively deliver solutions development in large and complex environments.
- Expertise in strategic planning / consulting services for a large, federal customer.
- Demonstrated excellent project, program, and portfolio management capabilities including the ability to lead evaluation of scope, staffing, risk, dependencies, communications, and quality.
