Job Title: CWM Governance – AVP

Location: Bangalore, India

Role Description

  • The CWM Governance Lead is responsible for establishing and managing the governance framework supporting Deutsche Bank's Contingent Workforce Management (CWM) programme.

  • The role will ensure effective governance, oversight, transparency and decision-making across the contingent workforce ecosystem, including programme execution, operational performance, risk reporting, stakeholder engagement and regulatory readiness.

  • Working across Procurement, HR, Risk, Legal, Tax, Technology and Business stakeholders, the Governance Lead will establish governance standards, coordinate senior forums, manage programme reporting, define performance measures, and support sustainable oversight of the contingent workforce operating model. The role will act as the central point of coordination for governance activities across the CWM programme and future business-as-usual organisation.

Your key responsibilities

Remediation Management & Delivery

Governance Framework & Operating Model

  • Establish and maintain the governance framework supporting the end-to-end CWM programme and operating model.

  • Define governance structures, decision-making authorities, escalation paths and stakeholder accountabilities.

  • Ensure governance arrangements remain aligned to programme priorities, regulatory expectations and organisational objectives.

  • Coordinate governance requirements across Procurement, HR, Risk, Legal, Tax, Technology and Business stakeholders.

Governance Forums & Stakeholder Management

  • Manage governance forums including Steering Committees, Working Groups and executive stakeholder meetings.

  • Drive agenda planning, decision tracking, action management and follow-up activities.

  • Ensure key decisions, risks, dependencies and programme milestones are appropriately governed and documented.

  • Facilitate alignment across senior stakeholders and support resolution of cross-functional issues and escalations.

Programme Reporting & Management Information

  • Develop and maintain management reporting, governance dashboards and executive updates.

  • Coordinate programme status reporting across all CWM workstreams.

  • Produce meaningful insights on programme performance, milestone delivery, risks and strategic outcomes.

  • Ensure reporting supports transparent decision-making and executive oversight.

KPI & Performance Management

  • Define and maintain CWM governance metrics, performance indicators and management information requirements.

  • Monitor programme and operational performance against agreed objectives and targets.

  • Coordinate KPI reporting across remediation, process, controls, data and technology workstreams.

  • Support development of future-state performance monitoring capabilities for the CWM operating model.

Risk, Dependency & Action Oversight

  • Maintain governance oversight of programme risks, assumptions, issues and dependencies.

  • Coordinate consolidated action tracking and escalation processes.

  • Ensure governance visibility across remediation activities, strategic initiatives and business readiness activities.

  • Support preparation for audits, regulatory reviews and management reporting requests.

Policy & Regulatory Governance

  • Monitor adherence to approved contingent workforce policies, standards and governance requirements.

  • Coordinate governance activities arising from regulatory developments and global contingent workforce initiatives.

  • Support implementation tracking for strategic governance decisions and control ownership models.

  • Maintain governance documentation, decision logs and programme records.

Your skills and experience

Required Experience

  • Significant experience leading programme governance, portfolio governance, PMO or change governance functions within a large, complex organisation.

  • Proven track record establishing governance frameworks and executive reporting for large-scale transformation programmes.

  • Experience supporting Steering Committees, executive forums and senior decision-making bodies.

  • Experience managing risks, issues, dependencies, actions and programme reporting processes.

Governance & Change Expertise

  • Strong understanding of programme governance, portfolio management and change delivery disciplines.

  • Experience defining governance structures, performance metrics, escalation processes and reporting standards.

  • Knowledge of governance practices within highly regulated environments.

  • Experience supporting audit, regulatory or risk management governance activities.

Reporting & Performance Management

  • Strong management information and reporting capabilities.

  • Experience designing KPI frameworks, dashboards and executive reporting materials.

  • Ability to translate complex programme information into concise executive-level insights.

  • Strong analytical and data interpretation skills.

Stakeholder Management

  • Excellent communication and influencing skills.

  • Ability to build strong relationships with senior stakeholders across business and infrastructure functions.

  • Experience managing competing stakeholder priorities in complex transformation environments.

  • Strong facilitation, workshop and governance meeting management capabilities.

Preferred Experience

  • Experience within Financial Services, Procurement, HR, Third-Party Risk Management or Workforce Management programmes.

  • Experience supporting strategic transformation programmes involving multiple workstreams and sponsors.

  • Understanding of contingent workforce management, external worker governance and workforce compliance programmes.

  • Relevant qualifications such as PRINCE2, PMP, Agile, MSP or Change Management certifications.
