Core Responsibilities
Cash Flows
  • Financial Planning & Forecasting: Enable accurate, cross-quarterly, and annual spending plans for the "Zeus" project by meticulously preparing and maintaining comprehensive cashflow forecasts.
  • Cashflow Statement Integrity: Develop and maintain detailed monthly cashflow statements that accurately reflect the project's financial status, including:
  • The Original Contract Sum agreed upon.
  • All Change Orders approved to date.
  • Actual expenditure for prior months, based on approved payment application amounts.
  • A reliable forecast of spending for each future month until project completion.
  • Monthly Review & Reconciliation: Conduct monthly reviews of the cashflow against the established project schedule and submit the updated forecast for management review.

Procurement / TOF Buyout
  • Contractor Package Planning: Break down project scope into proposed contract packages, ensuring all SOW (Scope of Work) is covered and cost competitiveness is maintained.
  • Bid Management & Analysis: Identify proposed contractors and coordinate the competitive bidding process (2–3 bids per scope unless otherwise approved), including bid leveling, detailed bid breakdowns, and comparison of all bids.
  • Market Pricing & Budget Tracking: Maintain up-to-date market pricing data and track budgeted versus awarded values for each package, recording buy-out savings if applicable.
  • TOF Submission & Documentation: Prepare and submit completed TOF (Tenant Order Form) packages for recommended contractors, including all required substantiation, bid return cover letters, breakdown of rates, general conditions, unit rates, subcontractor quotes, labor rates, overhead/profit markups, and equipment/plant rates.
  • Risk Compliance Assurance: Verify that proposed subcontractors can provide performance bonds or meet insurance requirements (or confirm Subcontractor Default Insurance coverage as applicable), and ensure all contractual obligations are followed.
  • Stakeholder Coordination: Collaborate with GC, vendors, and internal teams to expedite the approval process and ensure all procurement activities comply with Zeus’s requirements and Compass standards.

Payment Applications
Monthly Invoice Preparation: Accurately prepare and submit monthly invoices to Zeus for all customer-driven changes (77s), including GC pay applications and other vendor invoice support, ensuring all costs incurred and applicable Compass fees are included.
  • Process Coordination: Collect GC pencil copy by the 20th of each month. Coordinate with GC and the project teams to arrange pay app reviews and site walks (no later than the 25th of each month), ensuring SOV line items are reviewed and agreed by all parties.
  • Invoice Support Package: Gather, organize, and compile all required supporting documentation for each invoice, including:
  • Final GC AIA Pay App with required support and approval documentation
  • Notarized Conditional and Unconditional Lien Waivers
  • Other vendor Invoices
  • Procore Billing Process Management: Utilize Procore to track approved commitments with the customer, GC/vendor commitments and costs, and monthly invoicing, ensuring all billing data is accurately entered and maintained.
  • Compliance & Quality Assurance: Ensure all billing activities and documentation comply with Zeus’s requirements and internal Compass standards, maintaining high levels of accuracy and completeness.

Key Skills & Qualifications
  • Demonstrated expertise in project-based cashflow analysis and financial forecasting, preferably within construction, engineering, or datacenter development.
  • Strong understanding of contract sums, change order management, and payment application processes.
  • Exceptional attention to detail and ability to reconcile financial data with project schedules.
  • Demonstrated experience in construction procurement, buyout management, and competitive bidding, preferably within large-scale projects or datacenter environments.
  • Strong analytical skills for bid leveling, scope breakdown, and market pricing analysis.
  • Knowledge of performance bonds, insurance requirements, and risk management in subcontractor selection.
  • Proficiency in procurement scheduling and documentation, with attention to detail in preparing TOF packages and tracking budget/award data.
  • Effective communication and coordination skills for working with internal teams, GC, vendors, and customer representatives.
  • Demonstrated experience in construction billing, pay application management, and invoice support, preferably within large-scale projects or datacenter environments.
  • Proficiency with Procore or similar project management/billing platforms.
  • Excellent organizational skills and attention to detail, with the ability to compile comprehensive support packages and reconcile documentation.
  • Effective communication and coordination skills for working with internal teams, GC, vendors, and customer representatives.

Driver’s License Requirement:
For roles that require on-site presence or travel between work locations as an essential function of the position, candidates must possess and maintain a valid driver’s license appropriate for the role and be eligible to operate a motor vehicle in accordance with applicable laws.

Communication Skills:
Demonstrated ability to communicate effectively in a professional work environment, including preparing written reports and documentation, conveying information clearly to team members, clients, and stakeholders, and responding appropriately to verbal and written communications related to job duties.

Physical Requirements and Work Environment
This position operates primarily in an active data center construction environment, encompassing both indoor and outdoor work settings. The role requires the physical ability to perform essential job functions safely and effectively in a dynamic environment that includes ongoing construction activity and evolving site conditions.

The work environment includes areas and temporary structures owned, leased, or controlled by third parties over which Overwatch may have limited or no control. Because the project remains under construction, certain areas of the site — including access routes, staging zones, and temporary structures — may not yet be fully ADA-compliant until construction is complete or those third-party areas are finalized.

Physical Requirements:
  • Must be able to walk, stand, stoop, twist, bend, and climb stairs or ladders for extended periods while navigating uneven, unpaved, or obstructed terrain.
  • Must be able to lift, carry, push, or pull up to 50 pounds on an occasional basis.
  • Must be able to drive between job sites and access all areas of an active construction zone, including raised platforms, scaffolding, and confined spaces.
  • Must be able to tolerate exposure to outdoor weather conditions, dust, and construction-related noise, vibrations, and odors.
  • Must be able to communicate effectively with contractors, engineers, and site personnel, and maintain situational awareness in high-activity environments.
  • Personal protective equipment (PPE), including hard hats, safety vests, hearing protection, and steel-toe boots, is required.
  • Must have sufficient visual acuity to read drawings, specifications, and safety signage, and to observe site activity.

Work Environment:
Work is performed primarily in and around active construction areas, which may include unfinished buildings, temporary field offices, staging areas, and partially completed infrastructure. These locations may contain uneven surfaces, limited accessibility, and other conditions typical of construction projects prior to final completion. Overwatch does not control and cannot modify accessibility conditions within areas, facilities, or temporary structures owned or managed by third parties.
