The CRM Business Analyst will support the Texas Education Agency (TEA) on the agency's CRM project and related system enhancement and rewrite initiatives. This position performs advanced, senior-level business analysis work to improve outcomes for Texas students. The CRM Business Analyst serves as the conduit between the program/customer community and the software development team, ensuring requirements flow accurately between stakeholders. This role is involved throughout the entire software development life cycle, from elicitation through post-implementation verification. Upon establishment of the requirements baseline, the focus shifts toward managing the requirements specification and verifying fulfillment of all requirements, including enhancements post-implementation.

Responsibilities:
  • Analyzes user needs, business processes, pain points, and system capabilities to automate or improve existing systems.
  • Elicits requirements using JAD sessions, interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.
  • Transforms elicited information into business and functional requirements, use cases, and user stories.
  • Develops software requirements specifications, wireframes, and mockups using standard templates and clear, concise language.
  • Manages the requirements specification following establishment of the requirements baseline.
  • Verifies fulfillment of all requirements, including post-implementation enhancements.
  • Acts as a mentor to peers and colleagues, disseminating business analysis best practices.
  • Proactively seeks training opportunities to maintain and expand business analysis expertise.
  • Utilizes TEA tools such as Jira and Modern Requirements to manage change control and track requirements status.
  • Provides dedicated support for the implementation of the agency's CRM project, ensuring requirements are captured, managed, and fulfilled to meet program and stakeholder needs.

Requirements
Minimum Qualifications: Candidates must meet all minimum qualifications. 
  • 8 years of experience eliciting requirements from interviews with customers and creating well-written system requirements.
  • 8 years of experience with software development life cycles (SDLCs).
  • 8 years of business process re-engineering and software process flow improvement experience.
  • 8 years of experience developing user stories and use cases that conform to business analysis best practices.
  • 8 years of experience designing mockups and/or wireframes that conform to UX best practices.
  • 5 years of demonstrated strong communication and facilitation skills.
  • 5 years of demonstrated strong writing and organization skills.
  • 5 years of documented work experience with the issue tracking software Atlassian Jira.
Preferred Qualifications:
  • 3 years of CRM domain expertise with a strong understanding of CRM workflows, data models, and user needs.
  • 3 years of documented experience working with TEA or any federal, state, or local government agency.
  • 2 years of demonstrated experience with the Texas charter school application, authorization, or renewal process.
  • 1 year of certification in Business Analysis (e.g., CBAP, PMI-PBA) or Agile methodologies (e.g., Certified Scrum Master).
Additional Requirements:
  • Local candidates only; Must live within 50 miles of the Austin, Texas work location.
  • May occasionally require evening, weekend, or holiday work as pre-approved.
Work Location and Schedule:

Location: William B. Travis State Building, 1701 North Congress Avenue, Austin, Texas 78701.
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays.
Work Arrangement: Hybrid – On Site and Telework.


Skills Required
