Credit Risk Manager - (2nd Line of Defense) Located in Malta or Hold an EU Passport

Overview:

The successful candidate will play a central role in the ongoing development and enhancement of the Bank’s risk management framework, providing independent oversight and challenge across a broad range of risk areas.

Role:

  • Assist in the identification, assessment, monitoring and reporting of the Bank's key risks, including credit risk, liquidity and funding risk, operational risk, interest rate risk in the banking book (IRRBB), concentration risk and conduct risk.
  • Support the maintenance, periodic review and enhancement of the Bank's Risk Management Framework, Risk Appetite Framework, risk policies, standards and procedures, ensuring alignment with regulatory requirements, supervisory expectations and industry best practice.
  • Maintain and periodically review the Bank's risk register, assess emerging risks and evaluate the impact of regulatory, market and supervisory developments on the Bank's operations, strategy and risk profile.
  • Monitor performance against approved risk appetite metrics, limits, triggers and key risk indicators (KRIs), investigate breaches and emerging trends, and escalate material concerns to Senior Management.
  • Perform independent Second Line oversight, challenge and assurance over First Line activities, including risk assessments, controls, management information, risk measurement methodologies, decision-making frameworks and risk reporting.
  • Conduct thematic reviews, risk assessments and control testing to evaluate the effectiveness of key risk management processes and identify opportunities for strengthening the control environment.
  • Monitor credit portfolio performance, including arrears, defaults, non-performing exposures (NPEs), forbearance, recoveries, utilisation, concentration risk, vintage analysis and portfolio trends, identifying emerging risks and areas requiring management attention.
  • Review and challenge credit underwriting standards, lending strategies, credit decisioning processes, portfolio monitoring activities and credit risk reporting from a Second Line of Defence perspective.
  • Assess the adequacy of credit risk models, risk quantification methodologies, impairment and provisioning approaches, including IFRS 9 assumptions, and support the validation and ongoing enhancement of risk measurement frameworks.
  • Investigate risk events, operational losses, control breaches and material incidents, determine root causes, assess risk implications and support the implementation and tracking of corrective and mitigating actions.
  • Produce high-quality risk reporting, dashboards and management information for Senior Management, Board Committees and the Board, providing independent insight into the Bank's risk profile, emerging risks and key developments.
  • Support the preparation, review and ongoing enhancement of the ICAAP, ILAAP, Recovery Plan, Contingency Funding Plan and stress testing framework, including the quantification of risks and assessment of capital and liquidity adequacy.
  • Support regulatory engagements, supervisory reviews, inspections and internal audit exercises, including the preparation of documentation, analysis and management responses.
  • Track remediation plans arising from regulatory inspections, internal audit reviews, risk assessments and thematic reviews, ensuring timely implementation, effective challenge and closure of agreed actions.

Skills & Experience:

  • Bachelor's Degree in Banking & Finance, Risk Management, Economics, Accounting or a related discipline.
  • Professional qualifications such as FRM, PRM, CFA or equivalent will be considered an asset.
  • Minimum 5 years' Experience in risk management, credit risk, ICAAP/ILAAP, internal audit, regulatory reporting or a related control function within financial services.
  • Sound understanding of banking regulation, corporate governance and risk management principles, including credit, liquidity, operational and conduct risk.
  • Experience in risk assessments, control reviews, risk reporting and the provision of independent challenge to business stakeholders.
  • Strong analytical, problem-solving, communication and report-writing skills, with the ability to present complex risk matters to Senior Management and governance committees.
  • Experience supporting ICAAP, ILAAP, stress testing, Recovery Planning or regulatory/supervisory reviews will be considered an asset.
