The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, and enforcement activities. The OSC also contributes to national and global securities regulation development.

The Corporate Finance (CF) division is currently looking for a CPA to join the team. CF is responsible for the regulation in Ontario of public companies and companies raising capital in the exempt market. Corporate Finance also plays an active role in policy development within the OSC and the Canadian Securities Administrators.

What you will do:

As an Accountant II, you will work on a multi-disciplinary team where you will provide financial disclosure and accounting-related securities expertise. This is an exciting opportunity for a CPA to gain further familiarity with the public and private markets, including the nature of the companies participating in those markets and the types of securities offered.

You will be given opportunities to:

  • Review prospectuses, exempt market activities, and continuous disclosure filings by public companies to assess market participants’ compliance with securities law
  • Consider applications for discretionary relief from securities legislation
  • Adapt regulatory principles to industry trends and emerging issues, and
  • Leverage and further develop stakeholder relationship management skills through regular interactions with companies, their advisors, their counsel and representatives from other provincial securities and international regulators.

You may also be asked to participate in projects or reviews that impact public or private markets which will provide an excellent opportunity to further develop both project and file management skills, as well as communication skills through presentations internally and potentially externally. This role will provide you with exposure to complex and novel accounting issues in the capital markets. 

What you need to be successful in this role:

  • You are a Chartered Professional Accountant (CPA) in good standing in Ontario
  • Minimum 4 years of post CPA designation relevant experience in Canadian capital markets, financial services and/or securities regulatory environment
  • You have comprehensive knowledge of technical accounting standards (IFRS) 
  • Knowledge of the securities industry would be an asset
  • Concise written and verbal communication skills
  • You have an interest in the concepts and principles that underlie accounting and securities regulation and an ability to apply those concepts and principles in the regulation of Ontario’s capital markets
  • Demonstrated ability to establish collaborative working relationships and engage with internal and external stakeholders
  • Demonstrated proficiency to balance regulatory objectives with practical business considerations
  • Strong analytical, project management and communication skills
  • An understanding of public company-related regulatory requirements would be an asset.
