About This Role:

Precision Development (PxD) is seeking a strategic, impact-oriented Country Launch Manager to lead the establishment and early growth of our flagship program in Indonesia. This is a mission-critical, founding role at the intersection of research, data-driven service delivery, and institutional partnership - ideal for someone with strong experience in research-informed program delivery, strategy development, stakeholder management, and implementation.

As PxD's first team member based in Indonesia, you will represent the organization to government counterparts and key partners, while working closely with a multidisciplinary team spanning research, operations, and technology. You'll help design, launch, and scale inclusive agricultural programs that are contextually relevant and evidence-based - laying the institutional groundwork for PxD's long-term presence in the country.
About PxD:

Precision Development (PxD) is a global non-profit with the mission to scale innovations that millions of smallholder farmers in low and middle-income countries can use to improve their lives. PxD's primary approach is delivering timely, evidence-based digital information to farmers via basic mobile phones.

So far, PxD has scaled digital agriculture services to more than 46 million farmers across Africa and Asia. PxD scales these digital information services through three models: i) direct service delivery to farmers; ii) improvement of partners' existing services; and iii) strategic government advisory.
Responsibilities:

Will evolve as the role develops; key initial areas below.

  • Support the development of PxD's founding presence in Indonesia - coordinating with PxD's legal, finance, and compliance teams/advisors on entity setup, banking, and regulatory matters, and helping set the strategic direction for how PxD's work is introduced and adapted to the local context, in close collaboration with PxD's existing team and wider infrastructure.
  • Build and maintain senior-level relationships with government agencies, donors, and local partners. Represent PxD in external forums - including donor meetings, academic partnerships, and policy roundtables - navigating complex political and institutional contexts, and complex bureaucracy, to drive alignment.
  • Develop and manage partnerships and service provider relationships to support program delivery.
  • Develop funding proposals and donor-facing materials in support of program growth.
  • Contribute to or lead the development of an evidence-based impact strategy, synthesizing research and data into actionable, user-centered program design.
  • Working with PxD's existing, wider team structure:
    • Own end-to-end management of new program(s) — from design through delivery and impact measurement — ensuring alignment with PxD's mission.
    • Lead rapid iteration of products and services tailored to the Indonesian market.
    • Contribute to the operational backbone of the country program — budgets, timelines, resourcing, vendor and local partner agreements, and delivery milestones — helping build the systems needed for a new country program to run effectively, in coordination with PxD's central operations team.
    • Support recruitment, onboarding, and management of a high-performing, cross-functional team spanning research, operations, and implementation — setting priorities, structuring problem-solving, and translating between technical and non-technical stakeholders as the team scales. This may include a matrix management structure.
  • Contribute to PxD's internal and external communications, and wider fundraising efforts.
  • Contribute to PxD's institutional knowledge base by codifying insights, sharing best practices, and mentoring junior staff.

What You'll Bring:

The ideal candidate will have:

  • Bachelor's or Master's degree in Economics, Agricultural Economics, Public Policy, Business Administration, International Development, Technology Management, Digital Transformation, or a related field.
  • At least 7 years of professional experience in management, policy advisory, international development, public sector strategy, digital transformation, or agriculture.
  • Proven experience leading digital development, technology-enabled service delivery, or data-driven programs, including translating user needs into scalable technical interventions.
  • Familiarity with digital platforms, data systems, cloud-based applications, AI, mobile technologies, or digital public infrastructure.
  • Strong understanding and experience of evidence-based program design, research methodologies, and monitoring and evaluation (M&E) approaches.
  • Proven ability to build and manage senior-level relationships with government institutions, donors, research organizations, and external partners — including leading complex, multi-stakeholder programs through to scale-up, and representing organizations in strategic engagements, policy discussions, partnership development, donor coordination, and multi-stakeholder forums.
  • Experience navigating local regulations and ensuring legal and operational compliance, with a track record of making things happen through complex bureaucracy.
  • Experience leading and developing high-performing, multidisciplinary teams, including within a matrix management structure.
  • Demonstrated experience managing complex budgets, operational plans, and competing priorities in fast-paced environments.
  • Experience supporting the setup of a new country office, market, or program from the ground up, and comfort operating with ambiguity where established infrastructure and processes don't yet exist.
  • Tenacity and self-motivation, with a proactive approach to identifying new opportunities and delivering under tight timelines.
  • Experience contributing to external communications, fundraising, or donor-facing materials.
  • Strong writing and oral communication skills in English, with attention to detail, advanced presentation skills, and the ability to bridge technical and non-technical audiences.
  • Working proficiency in Bahasa Indonesia.
  • Willingness to travel to field sites.
  • Right to live and work in Indonesia.
