This role is ideal for a strategic thinker with deep expertise in Defence cost modelling and commercial advisory, ready to lead high-impact financial and commercial outcomes across major acquisition and sustainment programs.
Job DescriptionAbout the Role
As a Cost Modelling & Commercial Services Manager, you will:
- Lead the delivery of cost modelling services aligned to Defence acquisition and sustainment programs.
- Provide strategic advice on procurement methodologies, contracting options, and tender development.
- Support contract management and performance monitoring, ensuring probity and compliance.
- Mentor ADO personnel and junior consultants in cost modelling and commercial advisory.
- Collaborate with stakeholders across Defence and industry to shape smarter decisions and deliver trusted advice.
Key Responsibilities
We’re looking for experienced people who can work across one or more of these areas:
Project Costing Services
- Lead the delivery of cost modelling services aligned to Defence acquisition and sustainment programs.
- Manage a Schedule of Services to ensure timely and accurate costing aligned with Chart of Accounts (CoA) planning.
- Provide surge capacity for ad-hoc costing tasks without impacting planned deliverables.
- Mentor and train ADO personnel in cost modelling methodologies and tools.
Contract Management
- Advise on contracting options and performance frameworks to support strategic procurement outcomes.
- Support contract development, execution, and performance monitoring across acquisition and sustainment phases.
- Ensure probity and compliance in contract management, including conflict of interest processes and briefing materials.
- Participate in evaluation working groups and contribute to Source Evaluation Reports (SER).
Procurement Methodologies, Contracting Options and Tender Development
- Provide expert advice on procurement strategies, including Early Industry Engagement, RFI, RFT, and S&Q processes.
- Draft and review tender documentation, evaluation plans, and endorsement to proceed materials.
- Engage with industry through briefings, clarifications, and evaluation processes.
- Collaborate with stakeholders including MPB to ensure alignment with Commonwealth procurement policies.

About You
You’re a dynamic, high-performing finance professional who thrives in a collaborative environment and is motivated to make a difference.
You bring:
- Demonstrated experience in cost modelling, financial analysis, or commercial advisory within Defence or similar environments.
- Strong understanding of Commonwealth procurement processes and contracting frameworks.
- Excellent stakeholder engagement and communication skills.
- Experience mentoring others and managing competing priorities.
- Familiarity with TEWG participation and drafting of SER reports.

Desirable Qualifications
- Degree in Finance, Accounting, Economics, Business, or related field.
- CA ANZ or CPA qualification (advantageous).
- Defence or public sector experience highly regarded.
- NV1 or higher clearance
