Job Description:
Parsons is seeking a highly skilled Cost Control Manager to support the Senior Cost Manager and the Controls Manager in implementing robust cost management, estimating, forecasting, and reporting practices across a portfolio of current and future projects. The role will operate within a PMO environment and collaborate closely with the Client, PMCMs, contractors, and key stakeholders.
What You'll Be Doing;
- Review material takeoffs, drawings, and plans for complex projects.
- Prepare detailed breakdowns of systems, subsystems, and work components for cost estimates.
- Analyze contract documents and modifications to identify scope elements and changes.
- Review and validate task and subtask estimates, including rates, unit costs, and quantity calculations.
- Assign material, equipment, and labor costs to estimates; obtain vendor quotations as needed.
- Maintain and update historical cost data, norms, and databases to support consistent estimating standards.
- Collect, validate, and maintain project cost data across the program.
- Perform independent analysis of project performance versus baselines, including variance analysis and forecasting.
- Support development, implementation, and maintenance of cost control systems and Earned Value Management (EVM).
- Assess the cost impact of design and construction changes.
- Assist in establishing and monitoring budgets, commitments, expenditures, and estimates at completion (EAC).
- Prepare and issue monthly cost reports for internal and Client review.
- Update and maintain program-level cash flow forecasts.
- Develop dashboards, presentations, and analytical summaries using charts and visual tools to communicate project status.
- Participate in Client meetings and presentations as required.
- Provide guidance, mentoring, and quality review of work prepared by junior cost engineers or estimators.
- Ensure clarity, accuracy, and consistency in all cost-related deliverables.
- Coordinate with internal project teams, contractors, and PMCMs to ensure alignment on cost-related matters.

- 15+ years of experience in cost estimating and cost control for large-scale infrastructure or construction projects.
- Strong knowledge of engineering, procurement, and construction practices.
