Job Summary

The District Coordinator -Childcare and Early Childhood Development leads coordination of Childcare and Early Childhood Development activities at district level by; facilitating, establishing and maintaining relationship and support capacity strengthening for daycare centre caregivers and partners for a successful achievement and reporting on project activities, and providing technical guidance and support to implementing partners in line with CRS standards.

The role supports two districts level implementation of childcare and ECD while contributing field‑level data, insights, and monitoring inputs to strengthen data quality, learning, and adaptive management, ensuring the project applies best practices and continuously improves its impact for the communities we serve.

Roles and Key Responsibilities


 Project Implementation, Coordination, and Stakeholder Engagement

  • Lead and coordinate implementation of assigned childcare and ECD project activities in line with workplans, CRS program quality standards, and donor requirements.
  •  Liaise with key line ministries at district level and community level, ensuring well-coordinated implementation of project and promoting sustainability. 
  • Participate and support joint planning in the District Child Protection teams and ensure representation, share progress, bottlenecks for coordinated interventions.
  • Promote and support integrated service delivery for children, parents and their caregivers supporting nurturing care, financial management and SILC interventions at district level and promote community ownership closely with implementing partners.
  • Coordinate activities among partners, community structures, and district stakeholders, serving as a liaison to mobilize local actors and promote project impact while working with implanting partners.
  • Establish and maintain strategic partnerships, relationships with government ministries, NGOs, Faith-Based organizations and community-based organizations.

 

Monitoring, Reporting, and Learning

  • Working with MEAL team, collect, verify, and report field‑level data using standardized childcare and ECD and tools and protocols.
  • Conduct routine monitoring in daycare centres and conduct basic data quality checks; flag inconsistencies and support corrective actions.
  • Provide validated field data and insights to support analysis, dashboards, reporting, and alignment with district datasets.
  • Ensure systematic documentation of implementation progress, supervision findings, lessons learned, and community feedback.
  • Contribute to supervision reports, learning briefs, case studies, and adaptive management processes, including project planning and evaluation meetings.
  • Support and guide partners in reflection and learning processes based on implementation experience.

Technical Support, Operations, and Compliance

  • Participate and support implementing partners by facilitating caregivers training and parenting activities at district level and oversee adherence to implementation standards, procedures, and timelines.
  • Conduct routine and ad‑hoc field checks and supportive supervision for daycare centre caregivers and provide coaching mentorship based on progress and findings by implementing partners. 
  • Support implementing partners to track and implement agreed actions from supervision, data reviews, and reflection sessions.
  • Identify implementation and coordination challenges, facilitate solutions, and escalate issues as needed to the next level supervisor.
  • Prepare quarterly administrative reports and maintain complete project documentation for reporting, audits, and learning.

 




Required Qualifications

  • Bachelor's Degree required (Nutrition, Health, Education- ECD)
  • Minimum of 2-5 years of work experience in project support particularly childcare and Early Childhood Development at community level, ministry or an NGO.

    Or

  • A relevant bachelor’s degree with 5-7 years in project support ideally childcare and Early Childhood Development interventions in the ministry or for an NGO.
  • Experience working with implementing partners, parenting, planning and community engagement.

Preferred Experience

  • Experience in monitoring projects and collecting relevant data.
  • Experience working with implementing partners.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

Knowledge, Skills and Abilities 

  • Critical thinking and problem-solving skills with ability to make sound judgment
  • Good time and relationship management skills and the ability to work closely with local partners
  • Proactive, results-oriented and service-oriented
  • Strong written and oral communication skills, with experience in preparing quality reports, and presentations
  • Attention to details, accuracy and timeliness in executing assigned responsibilities

Required Languages: Sesotho and English


Travel: include percentage of required travel, if applicable. Could be stated as Must be willing and able to travel up to 80%.

General Requirements

CRS offers are contingent on the selected candidate’s ability to legally work where the position is to be performed. Every government has a unique set of work permit eligibility requirements.  All positions requiring residence or frequent travel outside a home country must undergo and clear a pre-employment medical clearance; some work permit processes require clearing a separate government administered medical examination.

CRS prioritizes candidates who are citizens/ permanent residents of the countries where we have CRS offices.

Skills Required

  • Bachelor's degree in Nutrition, Health, Education, or Early Childhood Development
  • Two to five years of experience supporting childcare and early childhood development projects at community, ministry, or NGO level
  • Alternatively, a relevant bachelor's degree with five to seven years of experience supporting childcare and early childhood development interventions
  • Experience working with implementing partners
  • Experience with parenting, planning, and community engagement
  • Experience monitoring projects and collecting relevant data
  • Experience using MS Windows and MS Office packages, including Excel, Word, and PowerPoint
  • Sesotho and English language proficiency
