The Regulatory Policy team is responsible for regulatory advocacy and advises senior management on how regulatory developments may affect the firm's capital position. The team evaluates the impact of existing and potential regulation on specific business activities through a sophisticated attributed equity framework, and advises desk heads on the regulatory capital implications of transaction structuring. The team's additional functions include regulatory capital rule interpretation, transaction advisory, board material preparation, capital planning, competitor analysis and disclosures.

Job Summary:

The candidate will monitor, analyze, interpret and communicate the impact of domestic and international regulatory capital developments, with particular focus on how regulatory capital applies across individual transactions, new products, broader business initiatives and the firm as a whole. The role involves partnering with multiple desks as well as Investor Relations, Government Affairs, Corporate Treasury, Risk, Legal, Product Control and Technology, and coordinating within the Regulatory Policy team to explain the capital impact of firm activity. A strong command of the definition of capital (e.g., qualifying capital and Total Loss Absorbing Capacity instruments, deductions and adjustments) and of capital planning (e.g., rules governing capital distributions and Eligible Retained Income) is essential. The candidate should be comfortable working across both bank holding company- and depository-level rules. Additional responsibilities include preparing board materials and public disclosures and ongoing monitoring of industry data.

Responsibilities:

  • Monitoring and summarizing proposed and finalized US and international regulatory capital rules and legislation, and developing clear written analysis of their implications for the firm
  • Communicating the impact of these developments to senior managers, businesses, risk departments and other affected areas
  • Assessing the impact of US and international capital regulation on individual transactions, new products and business proposals, and drafting responses to business areas on capital impacts
  • Providing expertise and advice to businesses and to the Risk, Treasury and Controllers organizations on regulatory rules and changes, including internal capital, attribution of capital to businesses and competitor analysis
  • Participating in project work related to regulatory capital rule changes and supporting their implementation
  • Working with trade organizations to develop industry-level advocacy and assessing the industry impact of proposed regulatory capital rule changes
  • Contributing to the consolidation and analysis of the firm's regulatory disclosures, including interpreting new disclosure requirements
  • Engaging in the supervisory process, including responding to regulator inquiries, annual assessments (at both the holding company and depository level) and continuous monitoring
  • Preparing capital and stress testing materials for the firm's Board of Directors

Basic Qualifications:

  • 5-10 years of related experience required
  • Prior experience in a policy function at the Federal Reserve or a similar regulatory authority preferred
  • Prior experience drafting advocacy in response to proposed regulatory rulemakings, preferably within financial services
  • Prior experience interpreting regulatory and supervisory guidance and drafting policies to implement those interpretations
  • Prior experience evaluating the capital implications of proposed new activities or transactions
  • Subject matter expertise in the definition of capital and in regulatory and supervisory requirements for capital planning
  • Ability to research and analyze technical regulatory papers and identify relevant issues, ideally including the use of artificial intelligence tools to support this work
  • Strong attention to detail, intellectual curiosity and organizational skills, with the ability to manage an evolving inflow of projects and priorities
  • Effective communicator, both orally and in writing
  • Team player able to sustain mutual support within a high-profile team
  • Strong Microsoft Office skills, including PowerPoint, Word and Excel
  • Governance and control oriented

Salary Range
The expected base salary for this New York, New York, United States-based position is $100000-$250000. In addition, you may be eligible for a discretionary bonus if you are an active employee as of fiscal year-end.
