Earned Value Management Systems (EVMS) Career Growth Opportunity: Transitioning Beyond Finance

Note about Location: This is a full-time remote position with periodic site visits required. While the role can be performed remotely, occasional travel to either York, Pennsylvania, or Sterling Heights, Michigan, will be necessary.
About the Role: As an EVMS Control Account Manager, you will play a leading role in ensuring the successful execution of projects within our EVMS framework. You will work closely with cross-functional teams, including the Quality Program Manager (QPM), EV Finance, Scheduling, and Program Management to plan and manage scope of work within schedule and budget, as well as the Capture Teams during the bidding phase for future business opportunities. This is a unique opportunity to apply your EVMS expertise in a broader context, driving project success and contributing to Quality initiatives in our Combat Mission Systems (CMS) business area.
Responsibilities:
- Plan, manage and deliver the scope of work within allocated Control Accounts to established quality standards
- Establish and maintain the Work Breakdown Structure (WBS) Dictionary, ensuring a clear definition of the Statement of Work (SOW), inputs/dependencies, deliverables, and milestones
- Deconstruct the CWBS into discrete, manageable packages of work for each assigned Control Account
- Collaborate with cross-functional teams to define and manage work scope, schedule, and budget
- Select and assign the most appropriate Earned Value measurement technique for each Work Package
- Execute time-phasing of budget assignments for both labor and non-labor resources
- Proactively plan for long-lead time work and identify necessary baseline changes to maintain integrity
- Identification and management of risks and opportunities
- Maintain up-to-date reporting on progress against the Master Schedule and Estimate to Completion (ETC), including the reporting of Earned Value data
- Perform variance and performance analysis on EV data and develop corrective action plans and supporting narratives for major issues
- Implement and maintain EVMS processes and procedures to measure performance and identify variances
- Track progress and actual costs while providing regular status updates to project stakeholders
- Serve as a Subject Matter Expert (SME) on EVMS principles, fostering a culture of continuous improvement
- Develop technical and cost Basis of Estimates (BOEs) during the proposal phase for future program scope
- Partner with bidding teams to define WBS and SOW elements, ensuring a sustainable and executable program baseline
- Bridge the gap between proposal estimates and program execution to ensure continuity in resource and cost management

Required Education, Experience, & Skills
- Typically requires a Bachelor's degree in Engineering, Business Administration, Finance, or a related field, with four years of applicable experience, OR an Associate's degree with six years of applicable experience, OR the overall equivalent.
- Professional experience in project/program control or a leadership role, preferably in a defense or aerospace industry.
- Proven experience managing large-scale programs or projects, including budgeting, scheduling, resource allocation, and risk management.
- Knowledge of Earned Value Management (EVM) principles and practices, including the ability to interpret and analyze EVM data.
- Excellent communication and interpersonal skills, with the ability to effectively interact with stakeholders at all levels.
- Strong leadership and team management skills, with the ability to motivate and direct cross-functional teams.
- Strong problem-solving skills, with the ability to identify and mitigate risks.
- Ability to collaborate with cross-functional teams, including program management, engineering, procurement, and finance.
- Ability to adapt to changing program requirements and priorities.
- Strong time management skills, with the ability to prioritize tasks and meet deadlines.
- Must be located within commuting distance of our York, PA or Sterling Heights, MI offices. Relocation assistance is not available.
Preferred Education, Experience, & Skills • Certifications such as PMP (Project Management Professional), EVMP (Earned Value Management Professional), or CAM (Control Account Manager) are highly desirable.• Strong analytical skills, with the ability to analyze complex data and make informed decisions.• Direct experience in proposal estimating or the development of Basis of Estimates (BOE's).• Advanced Microsoft M365 skillset, including optimizing SharePoint Online and Teams, as well as developing and automating workflows using Power Automate, Power Apps, and advanced Excel capabilities.• Proficiency in EVMS tools and software, such as Deltek's Open Plan and Cobra, Primavera, and/or PM Compass.
Pay Information
Full-Time Salary Range: $107359 - $182510
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
