We are seeking an experienced Contracts Manager to oversee the complete lifecycle of federal government and commercial contracts, from proposal support and contract negotiation through award, administration, and closeout. This role serves as a trusted advisor to leadership and works closely with business development, program management, finance, legal, and external customers to ensure contractual compliance while minimizing business risk.
The ideal candidate has a strong understanding of Federal Acquisition Regulations (FAR), DFARS, and the government contracting lifecycle, with experience supporting DoD contracts.
Manage the full contract lifecycle, including proposal review, negotiation, execution, administration, modifications, renewals, and closeout.
  • Review and negotiate teaming agreements, nondisclosure agreements (NDAs), subcontract agreements, commercial agreements, and other contractual documents.
  • Support proposal activities by reviewing RFPs, RFQs, and RFIs for contractual compliance and completing required representations, certifications, and proposal documentation.
  • Coordinate with business development, finance, legal, program management, and executive leadership throughout the proposal and contract award process.
  • Review awarded contracts to ensure alignment with proposal requirements and company commitments.
  • Monitor contract performance, deliverables, CLINs, funding, option periods, modifications, and key contractual milestones.
  • Manage subcontract agreements and modifications when serving as both prime contractor and subcontractor.
  • Ensure compliance with applicable FAR, DFARS, agency regulations, and company policies.
  • Identify contractual, financial, and legal risks and develop mitigation strategies.
  • Support SBIR/STTR proposal submissions, award administration, reporting, and compliance activities.
  • Manage contract closeout activities, including de-obligation coordination and documentation.
  • Maintain accurate contract files and records throughout the contract lifecycle.
  • Serve as the primary point of contact for contractual issues with customers, subcontractors, Contracting Officers (COs), and Contracting Officer Representatives (CORs).
  • Maintain government registrations and reporting systems, including SAM.gov and other required federal portals.
  • Stay current on changes to federal acquisition regulations and advise internal stakeholders on contractual impacts.
  • Support leadership with contract-related guidance and coordinate with outside legal counsel when necessary.
Required Qualifications
  • Bachelor's degree in Business Administration, Contract Management, Legal Studies, Finance, or a related field (or equivalent experience).
  • Minimum 5 years of experience in contracts management, procurement, or contract administration supporting federal government contracts.
  • Working knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Experience supporting the full proposal-to-award lifecycle, including RFP, RFQ, and RFI reviews.
  • Experience managing contract modifications, funding actions, option periods, and contract deliverables.
  • Experience administering subcontract agreements from either a prime contractor or subcontractor perspective.
  • Strong negotiation, analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills with the ability to work effectively across multiple departments.
  • Proficiency with Microsoft Office Suite, including Word, Excel, and Outlook.
Preferred Qualifications
  • Experience supporting DoD or other federal civilian agencies.
  • Experience administering SBIR/STTR contracts and associated reporting requirements.
  • NCMA certification such as CFCM, CCCM, or CPCM.
  • Experience with government systems including:
  • SAM.gov
  • PIEE
  • DSIP
  • ACMS
  • SEWP
  • Experience managing CPARS submissions and responses.
  • Experience working directly with Contracting Officers (COs) and Contracting Officer Representatives (CORs).
  • Familiarity with OCI reporting and DFARS clause compliance.
