Under this task order, the contractor that will independently provide services to support bureaus and offices within the purview the Under Secretary of State for Foreign Assistance, Humanitarian Affairs and Religious Freedom (F). The contractor will work in close collaboration within the F Family. The contractor will be responsible for assisting with contract management responsibilities; tracking invoices, assist with preparing request for proposals, assist with resolving Unliquidated Obligations (ULO). This position sits in The Office of the Executive Director for F (F/EX).
Duties:
- Assistance with Monitoring and Oversight: Ensure contractor compliance with the terms, conditions, and specifications of the contract.
- Assistance with Quality Assurance: Verify that deliverables meet quality standards specified in the contract.
- Assistance with Progress Reporting: Regularly report on the progress of contract deliverables and milestones.
- Assistance with Issue Resolution: Address any issues or concerns that arise during the contract performance.
- Assistance with Documentation: Maintain accurate records of all communications, inspections, and other relevant activities.
- Assistance with Communication: Serve as the primary point of contact between the contractor and the contracting officer.
- Assistance with Inspections: Conduct inspections and evaluations as necessary to ensure contract compliance.
- Assistance with Performance Evaluation: Assess and evaluate contractor performance against established metrics and criteria.
- Assistance with Change Management: Manage any changes to the contract scope, schedule, or requirements as directed by the contracting officer.
- Assistance with Closeout Activities: Facilitate contract closeout activities, including final inspections and documentation
Requirements
- Mastery of advanced management and organizational skills, including the application of a wide range of qualitative and quantitative methods, in order to develop processes and measurable indicators for maintaining, improving, and assessing program effectiveness
- Comprehensive knowledge of the Bureau’s and the Department’s structure, missions, functions, and operations to coordinate extensive studies related to assessing and improving the F Family’s program planning, budgeting, contracting, evaluation or other activities related to accomplishing its mission
- Ability to communicate orally to conduct fact finding interviews, meet and deal with management officials, and present recommendations to management
- Ability to communicate in writing to provide guidance, instructions, and reports of findings and recommendations
