The Contracts Grants and Agreements Specialist supports the NOAA Business Operations Division by managing agreements, operational processes, and administrative functions essential to office efficiency. This role ensures effective coordination of agreements, purchasing, facilities, and travel while maintaining compliance with federal requirements and supporting cross-divisional collaboration.  This position is contingent on contract award.

Responsibilities

Duties of the Contracts Grants and Agreements Specialist will include the following:


  • Coordinate, process, and track all internal and external agreements, including developing and maintaining a real-time Annual Agreements Plan that tracks agreements across their full lifecycle from development through close-out.
  • Prepare, submit, and facilitate agreement packages through administrative review, legal clearance, and allotment processes, while providing technical assistance to NOAA federal managers and staff to ensure compliance with legal and financial requirements.
  • Coordinate with Budget Team on incoming funds for grants and agreements to ensure funds are properly received, obligated, and expended in accordance with federal regulations, appropriations, and policies.
  • Support office operations by overseeing purchasing activities, assisting with on-site facility requests, maintaining internal tracking systems and databases, and collecting data to support reporting and data calls.
  • Serve as a backup travel approver and provide general travel coordination support; familiarity with the E2 travel system is a plus.
  • Collaborate across divisions and with internal and external partners to support efficient, organized, and compliant business operations.
Qualifications

The ideal Contracts Grants and Agreements Specialist will bring a strong background in federal agreements and business operations within a government or government-support environment, including:

  • Bachelor’s degree and at least 4 years of relevant experience, or a H.S degree and 8 years experience. 
  • Demonstrated experience developing and managing agreement tracking systems (e.g., spreadsheets, databases) and maintaining accurate, real-time records.
  • Knowledge of federal funding processes, including administrative review, legal clearance, allotment, and budget execution coordination.
  • Strong proficiency in Google Workspace (especially Sheets) and/or Microsoft Office for tracking, reporting, and data management.
  • Proven ability to collaborate effectively with federal staff, budget personnel, and cross-divisional teams, while providing clear and professional communication.
  • Ability to work independently in a small team environment, manage multiple priorities, and follow and improve standard operating procedures.
  • Eligibility to pass a National Agency Check with Inquiries (NACI).
