Position Summary:

The On-Contract Program Manager is responsible for the successful day-to-day management and delivery of all requirements associated with assigned contracts. The On-Contract Program Manager serves as the primary point of accountability for contract performance and ensures that all contractual requirements, deliverables, milestones, schedules, quality standards, and customer expectations are effectively managed and fulfilled. The On-Contract Program Manager reports to the Managing Director and works within established corporate policies, processes, and guidance.


Compensation & Benefits:

Starting Salary Range for Contract Program Manager: $185,000 - $195,000 DOE

Essential Functions, Duties & Responsibilities:

Includes the following:

• Serve as the primary manager responsible for successful delivery and performance of the assigned contracts.

• Manage and oversee the execution of all contract requirements in accordance with the PWS/SOW, task orders, modifications, and other applicable Government direction.

• Maintain accountability for all contract deliverables, including development, coordination, quality review, submission, tracking, and acceptance.

• Establish and maintain contract-level schedules, milestones, action items, and performance tracking mechanisms to ensure requirements are completed on time.

• Coordinate and oversee contract staff, subcontractors, and other supporting personnel to ensure work is properly assigned, executed, and delivered.

• Monitor contract performance, staffing, workload, quality, schedule, and customer requirements and take corrective action when necessary.

• Serve as the primary day-to-day interface with the Government/customer regarding contract execution, requirements, deliverables, status, and issues.

• Conduct regular reviews of contract performance and communicate progress, risks, issues, and upcoming requirements to the Managing Director.

• Identify potential performance, staffing, schedule, technical, or customer issues and elevate matters requiring corporate-level support or decision-making.

• Ensure contract documentation, correspondence, deliverable records, meeting materials, action-item logs, and other required records are maintained accurately and appropriately.

• Coordinate the preparation of required status reports, briefings, presentations, meeting materials, and other contract-required documentation.

• Track Government comments, questions, requests, and action items through resolution and ensure appropriate follow-through.

• Ensure work products meet applicable contractual, technical, quality, and customer requirements prior to delivery.

• Support contract modifications, new requirements, and changing customer priorities by coordinating the impact on staffing, schedules, deliverables, and execution.

• Promote effective communication and coordination among contract personnel, Government stakeholders, subcontractors, and Cherokee corporate management.

• Support contract transition, onboarding, staffing changes, surge requirements, and other activities necessary to maintain uninterrupted contract performance.

• Maintain awareness of contract requirements and ensure the project team understands applicable responsibilities, deadlines, and performance expectations.

• Provide regular contract-level performance updates and metrics to the Managing Director.

• Perform other contract management and program execution duties as assigned.

• Perform other job-related duties as assigned.

 

Supervisory Responsibilities:

No supervisory/management authority

• The On-Contract Program Manager is accountable for the complete and successful delivery of assigned contracts.

• This includes ensuring that contractual requirements are understood, work is appropriately planned and assigned, deliverables are completed and submitted on schedule, customer requirements are addressed, and performance issues are identified and resolved or appropriately escalated.

• The Managing Director provides corporate-level oversight, guidance, and support, while the On-Contract Program Manager maintains primary responsibility for the day-to-day execution and delivery of individual contracts.

 

Basic Qualifications:

• 10+ years of progressively responsible Federal consulting, transformation, acquisition, program leadership, data, process, governance, change, or related experience.

• Demonstrated accountability for major workstreams, multi-disciplinary teams, executive stakeholders, quality, risk, and accepted outcomes.

• Exceptional problem framing, executive facilitation, writing, briefing, negotiation, and decision-support skills.

• Ability to integrate diverse disciplines and convert ambiguity into an executable operating approach.

• Demonstrated success developing people, reusable methods, trusted client relationships, and sustainable client capabilities.

• Prolonged periods of sitting at a desk and working on a computer; may occasionally require standing or moving about the office for extended periods.

• Must pass pre-employment qualifications of Cherokee Federal.

 

Preferred Qualifications:

• Bachelor’s degree or equivalent combination of education, training, and relevant experience; advanced degree or senior professional certification preferred.

 

Work Environment:

Work is performed primarily in a climate-controlled environment.
