Summary:

Cherokee Insights is seeking a Senior Program Manager to support the Defense Counterintelligence and Security Agency (DCSA) CI and Insider Threat Directorate contract to identify foreign intelligence entities (FIE) and threat actors who intend to disrupt the Department of Defense’s (DOD) critical technology and sensitive information by targeting cleared contractors, cleared personnel, and DCSA. The Program Manager will be charged with the coordination of program activities and client contact.

Responsibilities:

 Identify, assess, and disrupt threats to cleared industry, cleared personnel, DOD, and DCSA through the application of CI, Cyber, and enterprise insider threat management activities

 Facilitate U.S. Government responses to adversary action and insider threats by sharing threat indicators and enabling responsive measures from other agencies and services

 Develop cyber capabilities and processes that illuminate threats, enhance awareness, and enable customer response

Develop and operationalize enterprise security:

 Responsible for the overall contract deliverables, schedule, and contractor performance of the specified contract/task order

 Acts as a primary point of contact for the task order

 Accountable for all aspects of the task order execution and manages the hands-on day-to-day execution of task order related operational activities

 Conducts biweekly (or as requested by the COR) meetings with COR to provide a status update on task order execution, addressing staffing, status of deliverables, contractor onboarding and off-boarding requirements, and other issues as identified by the Contractor or the Government

 Responsible for task order program management office operations and resourcing of all task order requirements, including staffing and tasking responses

 Responsible for meeting all technical, financial, and contractual requirements of the task order

 Ensures that management processes and business systems facilitate meeting performance requirements

 Authorized to act on all matters relating to the daily operation of the task order.

 Ensures all service deliverables and task order requirements are met

 Responsible for periodic, routine and scheduled inspections of all aspects of task order performance

 Responsible for coordinating with program office staff on identified concerns or issues.

 Recommend process performance improvements

 Responsible for timely and accurate reporting on quality

 Responsible for monitoring key aspects of program and contract management, including subcontractor management, recruiting and staffing, security management to ensure compliance with the task order requirements

 Performs other job-related duties as assigned

Starting Salary Range for Program Manager - Senior: $130,000 – $145,000

Basic Qualifications:

Program & Project Management:

 In-depth knowledge and understanding of the Program Manager activities required to meet mission requirements

 Comprehensive mission knowledge and skills that affirm completion of all developmental training and experiences for the Program Manager role

Reporting & Analysis:

 Must be able to structure analytic questions based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines

 Can collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution

Leadership & Team Development:

 Able to guide teams in researching multifaceted or critical problems

 Contractor personnel shall possess sufficient breadth and depth of applicable experience to provide pertinent technical and other support independently

Additional:

 Must have an active Top Secret / SCI level security clearance.

 Ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced

 Demonstrates ability to develop concise, insightful, and comprehensive products for defense intelligence

 Must be a US Citizen.

 Prolonged periods of sitting at a desk and working on a computer; may occasionally require standing or moving about the office for extended periods.

 Must pass pre-employment qualifications of Cherokee Federal.

Preferred Qualifications:

 Bachelor’s degree related to the position from a college or university accredited by an agency recognized by the U.S.

 In-depth knowledge and understanding of the Program Manager activities required to meet mission requirements

 Comprehensive mission knowledge and skills that affirm completion of all developmental training and experiences for the Program Manager role

 Ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced

 Must be able to structure analytic questions based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines

 Can collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution

 Demonstrates ability to develop concise, insightful, and comprehensive products for defense intelligence

 Able to guide teams in researching multifaceted or critical problems

 Contractor personnel shall possess sufficient breadth and depth of applicable experience to provide pertinent technical and other support independently

 Preferred to have a minimum of 12 years of experience, with at least a portion of the experience within the last two (2) years
