Digital Consultants seeks a Contractor Program Manager (CPM) to support the Defense Contract Management Agency (DCMA) Blue List Program in San Diego, CA. The CPM will serve as the Contractor's primary point of contact for all matters related to task order performance and will provide day-to-day leadership, coordination, and oversight of Contractor personnel supporting the Blue List Program. The CPM will have authority to commit Contractor resources and direct Contractor personnel necessary to successfully execute contract requirements. This position will oversee program operations, staffing, schedule management, contract deliverables, performance reporting, risk and issue management, and coordination with DCMA leadership, the Government Blue List Program Manager, Contracting Officer's Representatives (CORs), and other stakeholders.
Duties to include:
- Serve as the single Contractor point of contact for all matters related to contract performance and maintain authority to commit Contractor resources and direct Contractor personnel.
- Provide day-to-day management and oversight of Contractor operations and ensure resources are effectively coordinated to meet DCMA Blue List Program objectives.
- Serve as the primary operational liaison between Government stakeholders and Contractor personnel.
- Provide administrative and technical oversight of Contractor activities and ensure personnel are properly trained, qualified, aligned, and performing in accordance with contract requirements.
- Manage and coordinate the activities of a multidisciplinary Contractor workforce supporting program integration, IT project management, cybersecurity, program analysis, contract administration, and public affairs.
- Maintain accurate records of Contractor labor hours and coordinate submission of monthly labor reports for Government verification before invoicing.
- Develop, maintain, and manage a resource-loaded Integrated Master Schedule (IMS) tracking milestones, software releases, interagency dependencies, deliverables, and other contract activities.
- Apply Critical Path Method (CPM) analysis to identify schedule risks and variances, recommend corrective actions, and communicate potential schedule impacts to Government stakeholders.
- Maintain awareness of overall Contractor performance and proactively identify schedule, staffing, technical, operational, and performance risks affecting successful contract execution.
- Attend recurring program management meetings and coordinate contract execution with the Government Blue List Program Manager, CORs, and other Government stakeholders.
- Coordinate the preparation, internal review, submission, tracking, and resolution of contract deliverables and ensure Government comments and corrective actions are addressed within required timeframes
- Manage Contractor staffing activities, including onboarding, offboarding, personnel changes, vacancies, qualifications, certifications, training, and applicable security requirements.
- Coordinate administrative requirements associated with facility access, badging, Government-Furnished Equipment (GFE), security requirements, and Government-authorized travel.
- Develop and maintain management documentation, including performance status reports, action-item trackers, risk and issue logs, schedules, staffing records, and other required contract management artifacts.
- Identify performance deficiencies and emerging risks, develop and coordinate corrective actions, and promptly communicate significant issues, impacts, and recommendations to Government stakeholders.
- Support contract quality management and ensure services and deliverables consistently meet Government performance standards.
- Support transition-in activities to ensure required personnel are onboarded and operational within the Government's 30-calendar-day transition period.
- Maintain workforce continuity and coordinate timely replacement of personnel to minimize disruption to the Government mission.
- Ensure Contractor activities remain consistent with the non-personal services nature of the contract and that Contractor personnel do not perform inherently governmental functions.
- Ensure compliance with applicable Government information protection, Controlled Unclassified Information (CUI), ethics, identification, physical security, and Operations Security (OPSEC) requirements.
Requirements
- Clearance: U.S. citizenship required. Personnel shall possess an interim or final security clearance granted by DoW before performing on the contract and shall have a favorably adjudicated Tier 3 background investigation for access to CUI. Requires a Tier Three (T3) investigation equivalent (ADP/IT-II).

- Active Project Management Professional (PMP) certification; or
- Active PMI Scheduling Professional (PMI-SP) certification.

- Bachelor's degree in Business Administration, Management, Systems Engineering, or a related operational field.
- Preferred: Master's degree in a relevant discipline.

- Minimum of ten (10) years of professional experience in project management, team leadership, and program scheduling.
- At least four (4) years of experience directly supporting DoD/DoW or Federal agencies.
- Demonstrated technical expertise in establishing and maintaining resource-loaded IMS utilizing Microsoft Project, Primavera P6, or equivalent enterprise tools.
- Notable interpersonal, communication, and organizational skills, with a proven ability to handle sensitive information with discretion and interface professionally with senior military and civilian leadership.
- Ability to provide administrative and technical oversight of Contractor activities and coordinate personnel, staffing, contract deliverables, performance reporting, risks, issues, and corrective actions in accordance with contract requirements.

- Physical Requirements: The candidate must be able to travel to other worksites as required and with or without reasonable accommodation, be able to sit, stand, use computers and monitors, and perform duties in an office environment for extended periods. The candidate must be able to lift up to 40 lbs. on occasion (e.g., moving a case of paper or similar task) that may occur occasionally.
Compensation and Benefits: The salary range for this position is $150,000 – 175,000.
