Serves as the Subject Matter Expert (SME) in modern database and reporting tools, providing comprehensive support for the FRTIB contract data environment. Responsible for designing, maintaining, modifying, testing, documenting, and updating all database objects, dashboards, and reports — with the ability to support transition to future integrated contract writing and financial management platforms.
Key Responsibilities- Design and update database structures, forms, queries, and dashboards using SQL Server, SharePoint Online lists/libraries, and Power Platform
- Conduct functional and regression testing of database modifications for accuracy, reliability, security, and compliance
- Prepare and maintain technical documentation for database objects, workflows, integrations, and user guidance
- Develop and refine interactive dashboards and reports using Power BI and other analytics tools
- Produce recurring reports and conduct trend analyses on obligations, expenditures, and contract actions
- Identify anomalies, compliance risks, and inefficiencies in contract data
- Extract and validate contract and procurement data from PRISM and related systems
- Support possible migration to a new integrated contract writing/financial management system, including creation of a legacy data repository
- Provide advisory support and troubleshooting for database-related issues
- SME-level proficiency in Microsoft 365 (Excel advanced), Power BI, Power Platform (Power Apps, Power Automate), SharePoint Online, and SQL Server/SQL-based systems
- Experience designing, building, and maintaining contract/procurement databases in a federal environment
- Experience with PRISM or similar contract writing systems (data extraction, validation, reporting)
- Proficiency in creating interactive dashboards and data visualizations for acquisition analytics
- Experience with data migration, legacy data preservation, and data integrity assurance
- Strong documentation skills for technical database objects and user guidance
- Experience conducting functional and regression testing of database changes
≥95% of generated reports and data outputs must be error-free and accepted without correction; ≥90% of data requests responded to within 2 business days. Maximum remediation: 3 business days.
