THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $82,056.00 - $94,364.00.
THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ASSOCIATE STAFF ANALYST.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The Division of Youth and Family Justice (DYFJ) provides a wide range of services and programs for youth at every stage of the juvenile justice process. Our goals are to (a) build stronger and safer communities and advance public safety by preventing juveniles from entering the New York City's juvenile justice system, (b) provide therapeutic treatment and services to youth in our custodial care, and (c) help juveniles access the tools they need to leave the justice system for good. We strive to help families and young people by providing supportive services that are responsive to the needs of individual youth and families.
The Office of the Chief Operating Officer supports key inter-divisional, inter- and intra-governmental priorities within DYFJ, including Youth Development Specialist (YDS) recruitment and retention, organizational capacity building, and business process mapping and improvement. Additionally, the Office oversees DYFJ's budget planning and management, contract management, procurement, information technology management, detention operations, and administrative support for staff. The Organizational Management Team manages the recruitment, training and organizational management and administration of all DYFJ staff. The Team liaises within DYFJ and with internal partners (Division of Financial Services, Office of Human Resources, Office of Equal Employment Opportunity, Office of the General Counsel, etc.) and external (Office of Labor Relations, Office of Management and Budget, etc.) on HR processes and staffing priorities/risks.
The Contract Analyst will be responsible for performing the following duties, but not limited to:
- Monitor vendor performance and compliance with contractual terms and conditions.
- Prepare budget and conduct analysis concerning the provider's operations; analyze contractor reports, prepare summaries, manage renewals, amendments, and close down and close outs.
- Responsible for coordinating with Fiscal, QA, and program leadership to review payment backup and line-item budgets for approval.
- Responsible for production and analysis of complex spending patterns and utilize data to conduct cost and operational research.
- Review financial, statistical invoice data and ensure that providers are adhering to ACS policies.
- Prepare comprehensive reports on findings with recommendations for improved effectiveness.
- Assist in the collection of materials for FOIL and audit request.
- Design, implement, and analyze data to ensure contracted providers are meeting programmatic and contractual priorities.
- Liaise with Finance, ACCO, Program leads, Quality Assurance and contracted providers to ensure the effective and efficient delivery of service.
- Prepare project plans, schedule tasks, and ensure accuracy and timeliness of deliverables.

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
