Argonne National Laboratory is seeking a Continuity and Readiness Assurance Specialist within the Office of Emergency Management under the Emergency Preparedness and Response Division of the Security and Emergency Services Directorate.

The Continuity and Readiness Assurance Specialist is responsible for the development, implementation, maintenance, and continuous improvement of the Laboratory’s Continuity, Emergency Preparedness, and Readiness Assurance programs. The position serves as a technical resource for continuity planning, readiness assurance, integrated preparedness, program assessments, corrective action management, and organizational resilience activities. The incumbent works across laboratory organizations to interpret and implement  Department of Energy requirements while enhancing preparedness and mission continuity capabilities.

Key Responsibilities

  • Lead the implementation and maintenance of continuity and readiness assurance programs in accordance with applicable DOE directives, laboratory policies, and program requirements.
  • Lead continuity planning activities, including continuity plan development, recovery planning, mission essential function identification, and continuity program maintenance.
  • Develop, review, and maintain emergency management and continuity program documentation, plans, procedures, and implementing guidance.
  • Plan and conduct readiness assurance activities, including program assessments, performance testing, drills and exercises, corrective action management, and continuous improvement initiatives.
  • Oversee and track corrective actions resulting from program assessments, exercises, drills, inspections, actual events, and oversight reviews.
  • Contribute to the development and execution of the Laboratory Integrated Preparedness Program, including drills, exercises, workshops, and training activities.
  • Analyze program performance data, identify trends, and recommend improvements to strengthen organizational preparedness and resilience.
  • Interpret DOE and institutional requirements and provide guidance to laboratory organizations on continuity, emergency preparedness, and readiness assurance expectations.
  • Collaborate with Emergency Management, Protective Force, Fire Department, Environment, Safety and Health, Facility Management, mission organizations, and DOE oversight personnel to support preparedness, continuity, readiness assurance, and program improvement objectives.
  • Develop technical reports, plans, briefings, assessments, after-action reports, and other program documentation.
  • Lead Emergency Operations Center preparedness activities and participate in emergency response activities as assigned.
  • Participate in a rotational on-call duty program that may require response during nights, weekends, holidays, and other off-hours periods.
  • Participate as a member of the Laboratory Emergency Management Team, including occasional support during emergency activations, exercises, and other preparedness activities.

Position Requirements

  • Experience in continuity planning, emergency preparedness, readiness assurance, business continuity, organizational resilience, emergency management, or a related field.
  • Knowledge of program assessment processes, corrective action management, performance improvement, and continuous improvement principles.
  • Experience developing, reviewing, and maintaining technical plans, procedures, reports, and program documentation.
  • Strong analytical and organizational skills with the ability to manage multiple projects and competing priorities.
  • Strong written and verbal communication skills.
  • Ability to work effectively with technical, operational, and management personnel across multiple organizations.
  • Ability to obtain and maintain a DOE Q Clearance.
  • U.S. citizenship required.

Desired Qualifications

  • Familiarity with DOE O 151.1, Comprehensive Emergency Management System, and DOE O 150.1B Continuity Programs.
  • Experience implementing and evaluating continuity and readiness assurance programs, including continuity planning, mission essential function analyses, assessments, exercises, corrective action management, and continuous improvement activities.
  • Familiarity with Integrated Preparedness Program concepts and exercise design methodologies.
  • Experience managing corrective action programs, issues management systems, or performance improvement initiatives.
  • Experience coordinating activities with Federal oversight organizations, contractors, or multi-organizational stakeholders.
  • National Incident Management System (NIMS) ICS 100, 200, 300, 400, 700, and 800 certifications.
  • Bachelor’s degree in Emergency Management, Public Administration, Homeland Security, Business Continuity, Organizational Resilience, or a related field.
  • Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), Certified Business Continuity Professional (CBCP), or similar professional certification.

The expected hiring range for this position is $106,455.00 - $166,069.80.
