Job Description:
Altus Group is seeking a Consultant to join the Vancouver team. They will be responsible for providing a variety of property assessment and tax consulting services related to a client deliverable with relatively little oversight from senior staff. This may include project management, managing deliverables, meeting deadlines and partnering with other business units to explore synergy opportunities.
Key Responsibilities:
- Market Research: Contributes to the local office’s ongoing market data research by independently researches external data sources (brokerage listings for leases and sales, third party rental rate and vacancy reports, Board decisions with data as part of public evidence, REIT reports, market reports, etc.) and internal data sources (client rent roll data, sales, etc.)
- Teaches junior staff how and where to collect market research and data and takes information learned from research, file management and market events to identify 3 or more potential opportunities annually to be pursued by senior staff Valuation & Assessment Analysis.
- Creates initial valuation opinion during the preliminary review (‘Stage 1’) for small or less complex properties and supports senior staff on more complex properties.
- Ability to weigh three valuation approaches and reconcile and support a final opinion of value for assessment purposes and conducts analysis of equity in relation to comparable assessments with consideration to and understanding of governing legislation.
- Under the direction of senior staff, performs all types of property (land & building) inspections for the purposes of validating site specs, neighborhood, surveying the building or land (building type, description, land use etc.), collecting qualitative information to be used as evidence in hearings and/or client reports.
- Proposes initial view on the merits of the appeal to be reviewed by senior staff and attend site visits with senior staff to develop an understanding of what to look for to build a case to contest the value of a property or building.
- Reporting: Review and assist junior team members with set-up and preparation of initial reports External reports include assessment appeal reports, review panel, Appeal Board hearing materials etc. Review relevant data (using Altus templates specific to property type) as required: Copy & paste tables, references, images etc. from established sources.
- File Management: Manages small local client files (operate in 1 jurisdiction; 5 properties) that make up the bottom 10% of Tax Canada’s revenue in the specific geography (properties of lower value and lower margin).
- Manages simple files independently while learning to manage clients under the direction of senior staff.
- Appeals: Supports various senior staff to manage the appeal process for ~100-250 appeals during a year.
- Supports senior staff in monitoring municipal deadlines for appeal process o Contributes to work plans and ensures delivery of assigned work for a file is done according to that plan and prepares initial evidence submissions and actual documentation.
- Applies technical skills and industry specific knowledge to provide property assessment services to existing clients (‘Stage 2’) under the direction and guidance from senior staff: Prepares formal legal documents (i.e. Statement of Issue).
- Prepares written argument and evidence for appeal and contributes to composing assessment appeal reports, as well as, begins to analyze risk of each file before and during appeals process.
Key Qualifications:
- Bachelor’s degree in Real Estate, Law, Business or Economics preferred • Minimum 3 years of relevant experience required.
- Obtained, or working towards, designation and paralegal license in Ontario D.
- Understanding of how taxes are determined from the assessments return.
- Understanding of tax legislation pertaining to tax classifications, exemptions from taxation, and tax phase in tools.
- Proficient in Microsoft Office Suite: Word, Outlook, Excel, Adobe Acrobat. Excel skills should include IF statements, Vlookups and Pivot Tables.
- Quantitative and analytical skills: specifically, financial modeling in Excel & Tableau, technical knowledge in all three approaches to valuations.
- Understanding of appeals process & applicable legislation
- Valid driver’s license with a clean drivers' abstract.
