The Role

At Last Mile Health, we dig data and evidence. Do you have demonstrated experience supporting MERL activities for community-based health programs or expert-level experience developing digital data collection tools using ODK and/or KoboToolbox? If so, you may be our next Consultant, MERL Data Analyst with our Ethiopia Program. 

The Data Analyst Consultant will lead the design and development of high-quality data collection tools and support the management, analysis, and interpretation of complex program data. The role will leverage advanced analytical techniques, including AI-enabled methods for processing large volumes of qualitative and quantitative data, to generate actionable insights that strengthen program performance, learning, and decision-making.

Working closely with program, digital health, and global MERL teams, the consultant will ensure data systems are reliable, ethical, and fit for purpose. They will contribute to data quality assurance, visualization, and reporting, while translating findings into clear recommendations that inform program adaptation, innovation, and scale.

This role is based in Addis Ababa, Ethiopia, and is open to candidates who are located in and have work authorization in Ethiopia. 

Consultancy Details

  • Project Duration: July 2026 - June 2027
  • Commitment: Up to 40 hours per week
  • Location: Addis Ababa, Ethiopia
  • Fees: Monthly fees of $1,300- 2000 USD

Scope of Work

  • Support monthly monitoring and performance review processes using Looker Studio (Data Studio), internal data systems, and DHIS2 for Last Mile Health to ensure data accuracy, timeliness, and completeness.
  • Collaborate with MERL teams to troubleshoot data system issues and strengthen dashboard functionality and data use.
  • Provide logistical and technical support for field-based data collection activities, including impact evaluation studies.
  • Troubleshoot mobile data collection tools in real time and support data quality assurance processes.
  • Enter, clean, validate, and maintain datasets in ODK databases, ensuring consistency, completeness, and data integrity.
  • Participate in data review meetings, incorporate feedback, and resolve discrepancies in line with data quality assurance plans.

What you’ll bring: 

  • Bachelor's degree in Public Health, Monitoring & Evaluation, Statistics, Epidemiology, Health Informatics, Data Science, or a related field required; a master's degree is preferred.
  • At least 5 years of progressive experience in monitoring, evaluation, research, and learning (MERL), preferably within community health, primary health care, or health systems strengthening programs.
  • Demonstrated experience supporting MERL activities for community-based health programs, including training, service delivery, and program evaluation.
  • Expert-level experience developing digital data collection tools using ODK and/or KoboToolbox, including mobile data collection, data quality assurance, and troubleshooting.
  • Experience working with DHIS2 to monitor routine health data and support performance review processes.
  • Strong proficiency in data visualization and reporting tools such as Looker Studio and Power BI.
  • Experience managing field data collection activities, ensuring data quality, and coordinating with field implementation teams.
  • Demonstrated ability to analyze quantitative and qualitative data and develop dashboards, reports, and insights that inform program learning and decision-making.
  • Experience applying AI-enabled tools to analyze large-scale qualitative data, including audio and text datasets.
  • Strong understanding of ethical data management, including research ethics, IRB processes, confidentiality, and data protection standards.
  • Excellent collaboration and communication skills, with experience working across multidisciplinary teams and incorporating stakeholder feedback.
  • Fluency in Amharic is required; proficiency in English and Afan Oromo is an advantage.

Skills Required
