The Need

For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking a Consultant- HRBP to provide expertise for the seamless execution of HR operations, HR strategy, policies, staff care and other HR initiatives.
 

The Consultant will work closely with the Senior VP, and the HODs in planning and executing people strategies to foster and promote employee engagement. This position will serve as the primary point of contact for the Bangladesh team in facilitating employee onboarding, separation, communication, grievance conversations, performance management and ensuring compliance. This position will provide expertise in meeting recruiting mandates and execute candidate hiring and onboarding and will ensure all the regional and global standards for People Services are smoothly implemented within the program teams.

This position is based in Dhaka, Bangladesh, and collaborates closely with the Regional Sr. Vice President, South Asia and the Regional Vice President, People Services South Asia on work assignments. This position is only available for Bangladeshi nationals and candidates with a pre-existing unrestricted right to work in Bangladesh. This is a consultant role for a duration of 12 months and entails assignment-related travels as needed.

Responsibilities:

Leadership & Management

  • Collaborate with leadership to develop and implement initiatives to boost overall employee engagement in line with the regional standards.

  • Provide expertise in planning and implementing employee wellbeing initiatives in collaboration with the regional Staff care team. Provide employee benefits support to staff and deploy creative methods to conduct staff care and employee engagement activities on a regular basis.

  • Develop, deliver and monitor overall HR strategies, systems, tactics and procedures; and ensure legal compliance to nurture a positive working environment.

  • Ensure all aspects of the employee life cycle are managed efficiently including providing staff letters, managing employee files, records and other administrative activities

  • Facilitate staff grievance conversation.

  • Oversee the planning and execution of sourcing and screening of talent required by the program. Provide Support with the workforce planning exercise, facilitating interview processes in collaboration with the regional TA team and ensuring timely closure of positions.

Strategy, Knowledge Development & Implementation

  • Collaborate with the South Asia Talent Acquisition team to identify resource requirements, branding of the organization, and a robust strategy for hiring of staff (contract and full time) and national interns.

  • Plan recruitment drives/ interviews and ensure timely closure of open positions.

  • Develop and implement an effective induction and on-boarding program for new staff and ensure their alignment to the organization vision, mission and program goals.

  • Implement and comply with local employment and other laws, conduct audits on compliance and share report with management, and take corrective and preventive action as necessary.

  • Ensure holistic wellbeing of staff through strong staff care and wellbeing programs designed and deployed for the country.

Network & Partnership

  • Promote and engage in a harmonious working culture and relationship among the employees.

  • Regularly develop and strengthen relationships with colleges and higher education institutions to build a pool of national interns.

  • Maintain professional relationships with all vendors for IJM related to human resource.

  • Identify trainers and vendors who can provide professional development and other appropriate training to IJM employees.

  • Build internal relationships with employees, interns and fellows to encourage them, support and motivate them to accomplish their goals.

  • Collaborate with the respective program leaders to handle employee exits and internship closures.

  • Organize and facilitate employee recognition programs and ensure a positive work environment by promptly resolving grievances and conflicts.

Policies & Procedures

  • Draft and streamline HR best practices in collaboration with the South Asia People Services team on a regular basis.

  • Develop, recommend and implement personnel policies and procedures in compliance with Bangladesh laws;

  • Regular evaluation of HR practices and programs to ensure best practices are maintained, and develop processes accordingly.

  • Ensure adherence and alignment to organizational policies and procedures.

Communication

  • Manage employee conflict, issues and grievances and act as an employee facilitator.

  • Handle critical conversations with employees, internal and external teams while maintaining a high level of social sensitivity and fairness.

  • Collaborate with other functions to support their program needs through HR operations.

  • Foster communication channels between leadership and staff, effectively addressing employee concerns.

Training & Development

  • Identify training needs employees and recommend training programs relevant to employee development (technical and non-technical).

  • Regularly identify programs of workshops, seminars and other relevant events for each year in which IJM staff can participate.

  • Monitor the progress and impact of the training programs.

Research Program Management & M & E

  • Oversee and conduct research on various HR topics, transfer them into recommendations for Bangladesh HR operations and policies.

  • Provide Country specific HR data for reporting and analysis purposes.

Documentation, Reporting & Data Management

  • Oversee employee recognition program and develop creative ways to encourage and motivate employees.

  • Analyze staff working pattern regularly and provide recommendations to the leadership.

  • Oversee the maintenance of employee, intern and fellows’ filing and other documentation.

  • Develop surveys, monitor and analyze responses and develop action plans accordingly.

  • Ensure timely entry of leave, working hours and manage the employee life-cycle through appropriate HR tools.

  • Provide reports to Regional People Services and Global People Services as required.

Events and Logistics

  • Oversee, plan and implement office events, trainings and office gatherings.

General Accounting & Statutory Compliance

  • Develop and monitor HR budgets and expenses for each year.

  • Ensure 100% Statutory compliance for labour laws in the country.

Clerical and Administration

  • Oversee transactional HR operations on a daily basis and ensure its smooth functioning.

  • Draft memos, recommendations, and presentations to the leadership team and the office.

People Services Projects

  • Participate in developing department goals, objectives and systems.

  • Manage employee separation process by conducting exit interviews and ensure appropriate knowledge and IJM asset transfer.

  • Serve as a POC for interns and fellows onboarding and exit.

  • Collaborate with the Sr. Vice President, South Asia and Regional VP, People Services to drive the performance management system in a timely manner each year. Ensure that staff benefit from the process and that all documentation is completed and filed appropriately.

  • Develop and implement strong employee rewards and recognition process to keep staff motivated.

Qualifications:

Education & Experience

  • MBA in HR or PGDHRM or equivalent

  • SHRM-CP, HRCI-PHR certifications will be an added advantage.

  • At least 5 to 7 years of experience in Human Resources Management.

  • In-depth knowledge of Bangladesh labor laws and HR best practices.

  • At least three years of experience in managing teams.
