Consultancy Needed - Procurement Support

Scope of Work 

Objective: 

To support and accelerate procurement spending for Save the Children Indonesia’s agriculture portfolio programs through timely, compliant, and well-documented procurement processes.

Key Responsibilities: 

The Procurement Support will: 

• Manage and support procurement activities for agriculture portfolio programs, from procurement planning, sourcing, evaluation, contracting, and purchase order follow up. 
• Review procurement requests and ensure specifications, scopes of work, budgets, and supporting documents are complete. 
• Prepare RFQs/RFPs, bid comparison documents, evaluation records, and other procurement documentation. 
• Conduct supplier sourcing and market research, particularly for agriculture-related goods and services. 
• Coordinate supplier registration, due diligence, and required compliance documentation. 
• Coordinate with program teams, field offices, Finance, and other relevant functions to ensure timely procurement delivery. 
• Monitor procurement timelines, supplier performance, outstanding orders, and contractual commitments. 
• Maintain complete and accurate procurement records and trackers in accordance with organizational procedures. 
• Support procurement reporting, audit preparation, and other Supply Chain activities as required. 
• Travel to field locations when required to support procurement activities, supplier assessments, market surveys, delivery follow-up, or program implementation.

Expected Deliverables: 

• Procurement requests are processed accurately and within agreed timelines. 
• Complete and compliant sourcing and procurement documentation maintained. 
• Purchase orders, contracts, and related documents prepared and issued on time. 
• Procurement trackers and status reports kept accurate and up to date. 
• Supplier quotations, evaluations, and selection of records properly documented. 
• Timely coordination with requesters, suppliers, Finance, and relevant stakeholders. 
• Procurement activities completed in line with organizational policies, donor requirements, and applicable controls.

Qualifications and Experience: 

• Bachelor's degree in Supply Chain Management, Procurement, Business Administration, Agriculture, or related field. 
• Relevant experience in procurement, sourcing, or supply chain operations. 
• Experience supporting agriculture, livelihood, or development programs is an advantage. 
• Good understanding of competitive procurement processes and supplier management. 
• Strong organizational, documentation, and analytical skills. 
• Proficiency in Microsoft Office, particularly Excel. 
• Good written and verbal communication skills in Bahasa Indonesia and English. 
• Ability to work independently, manage multiple procurement activities, and coordinate with different stakeholders. 
• Willingness and ability to travel to field locations as required. 
• High integrity and commitment to compliance and ethical procurement practices.

Working Arrangement: 

• This assignment is expected to be full-time for six (6) months from 1 October 2026 – 31 March 2027. 
• The collaborator may be required to travel to Save the Children Indonesia field locations. 
• This engagement is an External Collaborator arrangement and does not constitute employment or entitlement to employee benefits.
