Credence has an immediate need for a Configuration and Data Manager who will be primarily responsible for supporting the B-52 Stratofortress Division (AFLCMC WBD) at Wright Patterson AFB, OH.

The B-52 Stratofortress division protects our nation by modernizing and sustaining the B-52 fleet and ensuring continued AF power projection. With a 60-year history as the backbone of the nation’s nuclear deterrence operations, the current fleet of 76 B-52H aircraft is capable of deploying the widest array of weapons in the U.S. inventory and supports multiple combatant command operations.  This division provides world-class expertise and technical services, ensuring the operational safety, suitability, and effectiveness of war-winning capabilities. It also maintains the airworthiness of the B-52 Stratofortress throughout its projected service life, which extends to 2050.

Responsibilities include, but are not limited to the duties listed below

  • Accomplish CM/DM tasks necessary to support management operations functions within the F/B Directorate.
  • Provide an understanding in commercial CM standards and practices to support HQs and/or higher level taskings.
  • Assist in reviewing program-unique specifications to include system specifications, development specifications and product specifications for both hardware and software, for proper format, content and compliance with program requirements and appropriate standards; process requests for nomenclature and requests for Computer Program Identification Numbers and track the requests through the appropriate Government agencies for response back to the customer.
  • Support the configuration control function, to include receipt, dissemination, processing, tracking and final disposition of ACSNs, ECPs, CCPs, Requests for Deviation/Waiver (RFD/RFW), DRs, airworthiness directive notes, service introductions; review change proposals for thoroughness, configuration and data management impacts and compliance with Government requirements; make appropriate recommendations for Government review and disposition and assist in the preparation and conduct of Configuration Control Boards (CCBs) and business management boards (or their equivalent); assist in maintaining change proposal files and assist in providing historical information.
  • Conduct FCAs, PCAs, and CAs, to include audit planning, auditing hardware and software Configuration Items (CIs) and disposition and tracking of action items and minutes; support other program and engineering reviews and technical interchange meetings, at Government and weapon system contractor facilities.
  • Maintain configuration status accounting databases and records to reflect the configuration status of baseline documentation and fielded systems and equipment.
  • Assist data users and requesters with the selection and tailoring of DIDs; preparation of one-time and standard DIDs; and filling out Data Management forms such as CDRL and AF Form 585 Contractor Data Requirements Substantiation
  • Update and maintain data management files and associated DID files.
  •  Provide support and expertise in organizing and issuing data calls in support of weapon systems and subsystems.  This support shall include drafting of data call letters for Government review and release.  
  • Have understanding of distribution statements and FAR/DFARS data rights clauses; evaluating change proposals for impacts to data; monitoring the delivery and approval of contract technical data to include report generation and follow up actions and record maintenance in the Multiple User ECP Automated Review System.
  •  Support data reviews to include integrating inputs from program office/IPT functionals into draft CDRLs, preparing data review documentation, participating in data reviews, drafting data, reviewing minutes and following up and maintaining status of action items.
  •  Provide support in the preparation and maintenance of CDRLs for inclusion in RFPs, contracts and contract modifications.  This task shall be performed using either automated or manual processing systems as specified in the applicable task order; provide support to receive, log-in, track and maintain current status of contract data deliverables; assist with maintaining electronic and manual data management files and shall provide associated historical information.
  • Provide engineering data management support, to include engineering drawings In-Process Reviews (IPRs).
  •  Provide support to the DR function operation of the JDRS or similar system for originating, to include receiving, processing and tracking DRs, establishing and maintaining DR/Material Improvement Project (MIP) files and databases, providing disposition instruction for exhibits, and assisting in the planning and conduct of MIP review board meetings.  
  • Monitor the closure of DRs; monitor investigations; process and dispose of exhibits; respond to inquiries from field units, weapon system contractors, or others as appropriate, and; conduct briefings and generate reports for management on DR status and trends.
  •  Provide engineering data management support for program requirements to include preparing or updating and maintaining any engineering data management plan, establishing and maintaining an engineering data activity file, and providing technical support in the preparation of and conduct of engineering data guidance conferences and engineering drawings IPRs.
  •  The Contractor shall provide research, analyses, studies, documentation, and briefing development/delivery as required supporting HQ activities.
  •  Provide the fundamentals of CM and the deficiency reporting process to establish and maintain consistency of a product’s performance, functional, and physical attributes with its requirements, design, and operational information throughout its life.
  •  Assist with collecting, analyzing, interpreting, and developing specialized information about equipment. 
  • Assist with the designing and testing, producing, procuring, supplying, operating, repairing, or disposing of equipment. 
  • Assist with developing and revising equipment maintenance programs.
  • Assist with technical writing functions for engineering specifications, user manuals, monthly reports, and engineering studies.
  •  Assist with CM activities using MIL-HDBK-61A, Configuration Management Guidance, and any future revisions or updates, to perform work.  The Contractor shall assist with CM tasks to include management of DRs. 
  • Apply the principles, criteria, and procedures of CM in support of the weapon systems and equipment acquired or sustained.
  • Assist with reviewing program-unique specifications to include system, development, and product specifications for both hardware and software, for proper format, content, and compliance with program requirements and standards.  
  • The Contractor shall perform CM tasks to include:
    • Assisting with maintaining a current drawing package for all modifications and ensuring the latest version of drawings are on file;
    • Assisting with monitoring modification parts listings to identify items not loaded in the national stock number system;
    • Assisting with processing non-stock listed items into the DLA system;
    • Assisting with shipping and transmitting drawing packages and their revisions to remote locations utilizing division resources;
    • Assisting with providing technical support and analysis on field, depot and modification program issues;
    • Assisting with preparation of TCTOs to support configuration changes and inspections for Government equipment specialist approval as requested by the COR, and;
    • Assisting in the completion of supporting documents to include Form 873, TCTO Requirement; Form 874, TCTO Supply Data Requirements; and Form 875, TCTO Programming Document; and coordination sheet.
  • Assist with configuration control functions to include receipt, dissemination, processing, tracking, and providing recommendations for the final disposition of ACSNs, ECPs, RFDs/RFWs, DRs, and Quality Control Plans (QCPs).  
  • Assist with reviewing change proposals for CM impacts and compliance with Government requirements.  
  • Assist with providing recommendations for Government review and disposition and assist in the preparation and conducting of CCB and related subordinate boards. 
  • Assist in maintaining change proposal files and providing historical information.
  • Assist with FCAs, PCAs, and CAs, to include audit planning, auditing hardware and software CIs, and disposition and tracking of action items and preparing minutes. 
  • Assist with program reviews, engineering reviews, and TIMs at Government and weapon system contractor facilities and prepare minutes of the meetings.
  • Assist with DM tasks IAW DoD 5010.12-M, Procedures for the Acquisition and Management of Technical Data, and any future revisions or updates, to perform work and apply the principles, criteria, and procedures of DM in support of the weapon systems and items of equipment acquired or sustained by the F/B Directorate.
  • Assist with technical writing by researching, obtaining, analyzing and selecting pertinent information and ensuring the information is written in a verified logical sequence. 
  • Assist with writing and preparing technical material for publication. 
  • Assist with technical writing functions for complex engineering specifications, user manuals, monthly reports, and engineering studies. 
  • Assist with the preparation of financial estimates for TO preparation and printing.
  •  Participate in Government review/meetings/working groups as applicable and in Government and industry teams for the resolution of complex CM issues. 
  • Assist program offices with DIDs, CDRLs, data calls, and reviews.

Requirements
  • Clearance: Secret
  • Master’s or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoD or
  •  Bachelor’s Degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD
  • Fifteen 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in the DoD
  •  Knowledge of Government policy, directives, standards, handbooks, pamphlets, etc., as well as DoD adopted industry standards relating to CM/DM
  • Knowledge of CM/DM input requirements for program plans and SOWs, PWSs, CDRLs, Section L - Instructions to Offerors, and Section M - Basis for Award for RFPs, MIL STDs and change letters
