Job Description

The Department of Financial Planning & Analysis (DFPA) is seeking a Computer Associate (Software), L2 to work in the Budget Control and Coordination (BCC) division. The BCC division is responsible for specialized technical support, software maintenance, and report development of our financial system. The implementation of the Hyperion System has increased accuracy and transparency of reporting.
Some of the key responsibilities include:
- Assist in managing the Authority's Operating and/or Capital budget, including technical budgetary exercises.
- Assist in evaluating technical proposals and estimating the impact of management decisions and policies.
- Provide technical assistance in the preparation of the Authority's Operating, Revenue and/or Capital Budgets, consistent with the priorities of the Authority's Executive Management.
- Identify and recommend solutions to operational issues having an impact on the Authority.
- Generate ideas to improve existing programs, find new ways to make Budget exercises more efficient.
- Maintain MS Access and SQL Databases including updating and creating Queries to help team perform ad-hoc analysis for upper management.
- Responsible for running oracle processes for the bi-weekly payroll to post in GL.
- Maintain Oracle Hyperion planning.
- Work with Hyperion to import and extract data; Create and update Hyperion calcs, forms, and reports to assist team with Budgetary exercises and analysis.
- Maintain and troubleshoot issues with ODI integrations between Hyperion and other systems.
- Provide technical support and SmartView assistance.
- Maintain integrity of system by doing routine reconciliation of system data.
- Create technical training material for inner and outer departments on technical processes as well as doing live training.
- Have experience working with Visual Basis and SQL along with Microsoft Office (Word, PowerPoint, Access, Excel, Outlook).
- Maintain department web pages.
- Provide and convert data from Hyperion to be loaded into U.S. Department of Housing and Urban Development (HUD) - Energy and Performance Information Center (EPIC) reporting system.

COMPUTER ASSOC (SOFTWARE) - 13631

Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in computer science or a related computer field and one year of satisfactory full-time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design; or
2. A four-year high school diploma or its educational equivalent and five years of satisfactory full-time computer software experience as described in "1" above; or
3. Education and or/or experience equivalent to "1" or "2" above. College education may be substituted for up to two years of the required experience in "2" above on the basis that 60 semester credits from an accredited college is equated to one year of experience. In addition, 24 semester credits from an accredited college or graduate school in computer science or a related field, or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of satisfactory full-time experience as described in "1" above.

Skills Required

  • Permanent civil service status in the title of Computer Associate (Software)
  • Baccalaureate degree with 24 semester credits in computer science or related field plus one year of full-time computer software experience (or equivalent alternatives per posting)
  • Or high school diploma (or equivalent) plus five years of full-time computer software experience (alternative qualification)
  • Experience maintaining and administering Oracle Hyperion Planning, creating/updating calcs, forms, and reports
  • Experience with ODI integrations between Hyperion and other systems and troubleshooting those integrations
  • Experience maintaining MS Access and SQL databases, creating and updating queries for ad-hoc analysis
  • Experience running Oracle payroll processes and posting to the general ledger
  • Proficiency with SmartView and providing technical support to end users
  • Experience with Visual Basic and Microsoft Office suite (Excel, Access, Word, PowerPoint, Outlook)
  • Ability to create technical training materials and conduct live trainings for internal and external departments
  • Ability to maintain department web pages and prepare data for HUD EPIC reporting
