SUMMARY

Owen Oil Tools is seeking a detail-oriented Compliance Specialist to manage, maintain, and audit regulatory compliance records and processes across the organization. This position is responsible for ensuring compliance with applicable federal regulations, including requirements administered by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Bureau of Industry and Security (BIS), and the U.S. Department of Transportation (DOT). The Compliance Specialist will support audits, maintain accurate documentation, coordinate regulatory reporting, and work closely with manufacturing, shipping, quality, and management teams to ensure ongoing compliance with company policies and regulatory requirements.

DUTIES & RESPONSIBILITIES

  • Maintain and organize compliance records, permits, licenses, certifications, and regulatory documentation.

  • Conduct routine audits of compliance records and processes to ensure adherence to company policies and applicable regulations.

  • Manage and monitor compliance activities related to:

    • ATF regulations and licensing requirements.

    • Bureau of Industry and Security (BIS) export compliance requirements.

    • Department of Transportation (DOT) hazardous materials and transportation regulations.

  • Prepare documentation and records for internal customers andregulatory audits.

  • Track regulatory deadlines, permit renewals, reporting requirements, and employee certifications.

  • Investigate compliance discrepancies and coordinate corrective actions with affected departments.

  • Assist with maintaining export control records and screening documentation.

  • Support hazardous materials shipping compliance, including record retention and documentation reviews.

  • Ensure regulatory records are complete, accurate, and readily available for inspection.

  • Monitor regulatory changes and communicate impacts to management and affected departments.

  • Develop and maintain compliance procedures, work instructions, and recordkeeping systems.

  • Support employee training programs related to regulatory compliance requirements.

  • Generate compliance reports and metrics for management review.

  • Collaborate with Quality, Operations, Engineering, Supply Chain, and Shipping departments to maintain compliance objectives.

  • Participate in continuous improvement initiatives to enhance compliance processes and reduce risk.

QUALIFICATIONS

  • High school diploma or equivalent required. Associate's degree or bachelor's degree in Business, Compliance, Quality, Manufacturing, Logistics, or a related field preferred.

  • 2+ years of experience in a compliance, regulatory, quality, logistics, or manufacturing environment.

  • Experience maintaining regulatory records and supporting audits.

  • Experience with ATF regulatory requirements preferrable.

  • Experience with BIS export administration regulations and export compliance programs preferrable.

  • Experience with DOT hazardous materials transportation regulations preferrable.

  • Experience with ERP, quality management, or document management systems.

  • Compliance, quality, or regulatory certifications are a plus.

KNOWLEDGE, SKILLS & ATTRIBUTES

  • Strong knowledge of document control and recordkeeping practices.

  • Proficiency in Microsoft Office Suite, especially Excel, Word, and Outlook.

  • Excellent organizational skills with strong attention to detail.

  • Strong written and verbal communication skills.

  • Ability to manage multiple priorities and meet deadlines.

  • Strong analytical and auditing skills.

  • Ability to interpret and apply regulatory requirements.

  • Ability to maintain confidentiality of sensitive compliance information.

  • Strong problem-solving and root-cause analysis capabilities.

  • Effective collaboration and cross-functional communication skills.

  • Ability to work independently with limited supervision.

  • High level of integrity and commitment to regulatory compliance.

  • The employee may be asked to lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

  • The employee must be able to conduct periodic witnessed inspections, cycle counts, and audits in explosives magazines and other explosives buildings/departments.

  • Most job duties are performed in an office environment with many hours of work on a computer.  When required to access explosives magazines or manufacturing areas of the plant, exposure to heat, cold, rain, dust (non-explosive), and explosive dust and fumes may be expected. PPE will be provided as needed.
