Job Description

The Compliance Risk Governance Manager is responsible for  the day-to-day administration and oversight of the Compliance governance activities, including regulatory change management, issue management, and enterprise-wide compliance metric reporting. This position supports the ongoing effectiveness of the Compliance Management System (CSM) by helping ensure that compliance policies, programs, and procedures remain current, comprehensive, and aligned with applicable regulatory requirements. The Manager partners with Compliance, first and second line business leaders, Risk, Audit, and Legal to support the consistent execution of regulatory requirements and the timely identification, escalation, and mitigation of emerging risks.
 
Essential Functions
•    Oversee the design, administration, and ongoing enhancements of the CMS, including governance standards, policies, procedures, documentation, and defined roles and responsibilities.
•    Lead the identification, tracking, and socialization of applicable state and federal regulatory changes, Coorassess relevance to Northwest Bank’s existing risks and controls, and drive execution of gap identification, control design, testing, and validation of control effectiveness where enhancements or new controls are required
•    Provide oversight of compliance issues and corrective action plans including status, aging, root-cause themes, and remediation progress. Escalate material delays or risks to the Chief Compliance Officer.
•    Guide and challenge the first line of business in performing gap analysis and remediation following law/regulation changes
•    Partner with business leaders, compliance officers, and risk management teams to ensure consistent application of the CMS framework across the bank
•    Coordinate compliance governance forums, including Compliance Risk Committee materials and written content for Executive Leadership and Board reporting. Ensure significant compliance issues and emerging risk trends are clearly documented and escalated.
•    Ensure periodic reviews and testing of CMS components are completed. Track and implement enhancements resulting from regulatory feedback, audit results, testing, and industry developments.
•    Oversee compliance risk metrics (RAMs, KRIs, EWIs) and dashboards to ensure timely and accurate quarterly reporting. Analyze and prepare clear and actionable reporting to the Chief Compliance Officer, Executive Leadership, and Board committees. 
•    Manage documentation and evidence materials for compliance examinations and audits, ensuring all materials and documents are complete, accurate, well organized, and delivered on schedule.
•    Support the Chief Compliance Officer and Executive Leadership in preparing responses to formal examinations and audits
•    Monitor compliance governance processes and workflows to identify control weaknesses, emerging concerns, and opportunities for process improvement 
•    Utilize strong organizational skills to coordinate workflows, maintain accurate records, and support seamless team operations
•    Leverage data, reporting tools, technology, and approved Artificial Intelligence (AI) capabilities to strengthen oversight and enhance decision making.
 
Additional Essential Functions
•    Ensure compliance with Northwest’s policies and procedures, and Federal/State regulations
•    Navigate Microsoft Office Software, computer applications, and software specific to the department in order to maximize technology tools and gain efficiency
•    Work as part of a team
•    Work with on-site equipment

Education
Bachelor's Degree    In a relevant discipline or equivalent combination of education, training, and experience             
 
Work Experience  
5 – 6 years    banking compliance and/or relevant years of experience; or an equivalent combination of education, training, and experience that demonstrates the knowledge and skills necessary to perform the role.

•    Ability to identify existing and potential problems, obtain and evaluate relevant information, identify possible causes of the problems, and suggest an alternative course of action including innovative or creative approaches    
•    Ability to allocate and effectively use information, personnel, time, and other resources necessary for implementation of Northwest’s strategic plans  
•    Ability to make decisions, render judgments, and take action on tasks within the scope of given authority in a timely fashion  
•    Ability to develop, evaluate, and implement alternative courses of action, based on correct assumptions concerning resources and guidelines, and support decisions or recommendations with data or reasoning    
•    Ability to present and express ideas and information effectively and concisely in an oral and/or written mode in a manner appropriate for the audience  
•    Ability to listen and comprehend what others are saying and facilitate the open exchange of ideas and information    
•    Ability to motivate and provide direction in the activities of others, appropriately assigning work and authority, in the accomplishment of goals; providing advice and assistance as required    
•    Ability to understand and appropriately apply procedures, requirements, regulations, and policies; maintain credibility with others on specialty matters  
•    Strong Retail Lending background
•    Awareness of Commercial Lending 
•    Ability to interpret compliance regulations and apply them to business requirements and workflows 
•    Ability to coordinate and manage multiple projects    
•    Ability to prioritize complex workload, motivate staff to excel, and meet project deadlines 
•    New hires or individuals with less than 3 years of experience will have up to 39 months within a compliance role within the Company to acquire their CRCM certification.  
•    Ability to build rapport and develop strong internal and external partnerships    
 
Licenses and Certifications
    CRCM certification or professional equivalent
