About the Role

Liberty Dental Plan is seeking a Compliance Program Manager (Regulatory Implementation) to play a critical role in ensuring the organization’s compliance program meets regulatory and contractual standards across Commercial, Exchange, Medicaid, and Medicare lines of business.

This role is responsible for leading the implementation of new regulatory and contractual requirements, serving as a key compliance resource to business areas, and ensuring regulatory changes are effectively operationalized, validated, and monitored across the organization.

You will partner cross-functionally to support compliance readiness, risk identification, and ongoing program effectiveness while handling sensitive matters with the highest level of discretion.

What You’ll DoRegulatory Implementation & Advisory
  • Serve as a subject matter expert (SME) on regulatory and contractual requirements impacting all lines of business
  • Monitor, identify, summarize, and maintain a repository of applicable regulatory requirements
  • Coordinate with functional areas to ensure timely implementation of new regulatory and contractual requirements
  • Research new regulations and provide guidance on ad hoc compliance-related inquiries
  • Provide detailed analysis of new requirements and business impact to functional teams
Validation, Audits & Accountability
  • Review and provide formal feedback on implementation validation evidence, including provider agreements, client agreements, business associate agreements, policies and procedures, and member-facing materials
  • Respond to client and regulatory audits and support corrective action plans
  • Provide updates to leadership and clients regarding implementation requirements and progress
Risk Management & Reporting
  • Coordinate Liberty Dental Plan’s annual risk assessment, compliance workplan, and testing program
  • Maintain the Compliance Plan, Code of Conduct, and related program materials
  • Aggregate, analyze, and report on compliance findings and implementation activities, including identifying trends, root causes, and performance improvement opportunities
  • Prepare reports and presentations for key stakeholders, including senior leadership and the Board of Directors
  • Develop and maintain compliance dashboards, status summaries, and tracking tools
  • Develop reporting templates and oversee regular updates to identify and monitor risk
Program Leadership & Operations
  • Manage compliance initiatives and special projects, including process improvements across the organization
  • Assist with daily operations of the Compliance and Privacy Program
  • Coordinate all aspects of the HIPAA compliance program, including incident management
  • Oversee enterprise compliance training and ensure materials remain current
  • Coordinate quarterly New Requirements Committee meetings and related subcommittees
  • Identify opportunities to strengthen and promote a culture of compliance

QualificationsEducation & Experience
  • Bachelor’s degree required (or equivalent experience with relevant certifications)
  • 7+ years of progressive experience in regulatory compliance and oversight
  • Direct experience in government-managed or regulated healthcare
Skills & Expertise
  • Strong experience analyzing, organizing, and operationalizing regulatory requirements
  • Advanced proficiency in Microsoft Office (Excel, Word, PowerPoint) and SharePoint
  • Intermediate Excel skills, including pivot tables, data connections, charts, and conditional formatting preferred
  • Excellent critical thinking and problem-solving skills
  • Strong written and verbal communication skills across all organizational levels
  • Ability to manage multiple priorities in a fast-paced environment

Compensation

In the spirit of pay transparency, the base salary range for this position is $105,000 - $115,000 not including fringe benefits or potential bonuses. At Liberty, your final base salary will be determined by factors such as geographic location, skills, education, and experience. We are committed to pay equity and also consider the internal equity of our current team members when making final compensation decisions.


Please note that the range listed represents the full base salary range for this role. Typically, offers are not made at the top of the range to allow for future salary growth.
