Essential Functions and Responsibilities

The Compliance Manager will lead the Cascade Management, Inc. (CMI) Compliance Department operations to ensure compliance with all federal laws, state laws, and agency regulations. This position is responsible for developing and updating policies, procedures, processes, and forms relating to the implementation and processing of RD, HUD, and Tax Credit regulations; oversee the audit process in areas such as initial certifications, re-certifications, interim reviews, new move-ins/move-outs, and voucher processing. This position ensures accurate and complete compliance workflow from sites to the corporate office. The Manager position requires organization, attention to detail, is effective at building partnerships, and is enthusiastic about training the audit process and systems to ensure ongoing adherence and accountability to the Affordable Housing regulations.


Implement and manage an audit function for subsidy administration, TRACS, and subsidy accounts receivable.*


Manage set up tasks for new properties, including project specific coversheets, USH set up, and property management software compliance set up.*


Remain current on new law, regulations, technology and changes to the multifamily housing programs that we use in the areas of compliance and subsidy administration. Communicate to all impacted parties within CMI.*


Monitor and ensure compliance of State and Federal funding programs: Project Based Section 8, LIHTC and HOME and RD.*


Ensure continuous compliance with housing regulatory agencies (varied) and rules and regulations set forth by Cascade Management, Inc. including forms, procedures, and annual Cyber Awareness.*


Manage the preparation, transmission, reconciliation, and monitoring of monthly voucher billings for HUD and RD subsidy payments.*


Direct/review tenant certifications/re-certifications and all related paperwork to ensure that tenant/property files are complete and meet all industry guidelines.*


Manage relationship with third-party compliance consultant.*


Direct, prepare, and/or monitor monthly, quarterly, and annual reporting requirements.*


Monitor and ensure that tenant/property files are complete and meet all industry guidelines.


Monitor compliance team service tickets, including loads and response times, while meeting our service level agreement to sites.


Monitor and manage audit email box. Including:


Track scheduled audits and monitor overall completion progress.

  • Identify and assign work to Portfolio Manager, site and compliance based on corrections noted.
  • Fully package and transmit all audit documents to requesting agency on behalf of Portfolio Manager and compliance teams.
  • Update leadership members of outstanding items.
  • Monitor findings for themes to help initiate resolutions within company policies.
  • Work with agencies and auditor directly on inconsistent requests.

  • Serve as a resource/liaison for staff, management, and other departments; respond to questions on policy, procedures, rules, and regulations.

    Report issues of non-compliance to supervisor, including 8823’s, “Does not meet” audit scores, failed NSPIRE inspections, and unsatisfactory MOR’s.


    Recommend, develop, coordinate, and/or conduct training for employees as it relates to compliance department operations in partnership with the Training and Development Team.*


    Manage/provide support to site and departmental staff with questions directly related to income and asset eligibility, EIV, and their community-specific compliance requirements.*


    Hold weekly meetings with team to foster team connection and check in on work as assigned.


    Attend Affordable Multi-Family Housing and Compliance seminars and trainings as needed.


    Perform other duties as assigned.


    Qualifications and Physical Demands

    Education and/or Experience

    Bachelor’s Degree (B.A. or B.S.) in Business Administration, Social Services, Human Services, Public Administration, or related field or may substitute additional four years of relevant work experience for the required degree. Four years’ experience in affordable housing, auditing, or other related area, which must include a working knowledge/experience with the HUD 4350.3 handbook and/or IRS Section 42 compliance. RD experience preferred. Prior supervisory and/or management experience. Ability to plan, organize, and conduct audits. Must possess excellent relationship building skills. Demonstrated record of tram building, leadership and professional achievement. Experience working with diverse populations. Strong knowledge of Oregon Landlord/Tenant and Fair Housing Law.


    Supervisor Responsibilites

    May directly supervise between 10 and 50 employees.


    Certificates, Licenses, and RegistrationsValid Driver’s License and insurance is required.

    Skills Required

    • Bachelor's degree in Business Administration, Social Services, Human Services, Public Administration, or a related field, or four additional years of relevant work experience
