SCOPE:

 

Ensures compliance with local, state and federal regulations for housing programs.

 

ACCOUNTABILITY:

 

Directly responsible to the Director of Affordable Housing.

 

EXAMPLES OF WORK PERFORMED:

 

Provides overall direction and supervision of day-to-day Affordable and Public Housing programs are in compliance with all applicable policies and guidelines.  Supervise the Assistant Compliance Specialist, Public Housing Intake/Recertification Supervisor and their supporting staff members.

 

Performs audits/management-occupancy reviews for assigned housing programs to ensure compliance with all rules and regulations.

 

Review and monitor data submitted to the various HUD databases to ensure compliance with HUD data reporting requirements.

 

Process monthly transmission of HAP Vouchers to HUD’s Tenant Rental Assistance Certification System (TRACS) for Project-Based Rental Assistance (PBRA) properties.

 

Clearly and adequately document and report on audit/review findings and provides instructions on appropriate corrective actions when non-compliance issues are identified.

 

Provide assistance to other programs staff/supervisors who have compliance issues to correct and complete requirements for compliance and close out files.

 

Provides technical assistance to program staff and responds to inquiries regarding program issues and concerns.

 

Develops, maintains and revises forms, procedures, as needed to improve the accuracy of and effectiveness of the various processes used to maintain program compliance.

 

Communicate new compliance policies and data entry requirements to program staff and ensure proper implementation.

 

Attend affordable and Public Housing compliance training sessions on a regular basis and stay current on all policy and regulatory changes.

 

Ensures timely submission on all annual and/or periodic tax credit compliance reports and required record maintenance.

 

Ensure compliance with CEC program grant applications, grant-required reports, Public Housing rules and correspondence. 

 

Reviews Federal Regulations, interprets Code of Federal Regulations, compiles necessary reports.

 

Performs other duties as assigned.

 

WORKING CONDITIONS:

 

Office environment as well as field environment. Possible exposure to inclement weather, dusty, dirty, noisy, mechanical hazards, noxious fumes, paints and solvents and unsanitary conditions. Stress due to volume, emergencies and time schedules.

 

This position is eligible to telework. Individual approval is subject to Personnel Policy requirements.

Qualifications

REQUIRED:

 

Bachelor’s degree in relevant field of study or equivalent combination of education and work experience. A minimum of three year’s experience working on supportive service programs designed for typically underserved populations. Considerable and successful experience in administering similar programs and grants. 

Knowledge of Federal, State and Local Policies, and Fair Housing policies affecting low-income, Section 8 compliance requirements preferred. Excellent written, oral communication and presentations skills.

Ability to manage effective teams and develop strategic compliance solutions. Familiarity and experience with basic computer principles and usage.  Ability to work independently, have a good sense of priorities, and be willing to use initiative.  Ability to work with the disadvantaged and general public.  Ability to retain proprietary information as confidential.  Ability to comply with Authority attendance policies.  Valid Oklahoma Driver’s License with a satisfactory driving record.

 

CERTIFICATIONS:

 

Program-specific certificates must be obtained by passing any applicable exam within one year of employment.  Housing Credit Certified Professional (HCCP) or Tax Credit Specialist (TCS) and Certified Occupancy Specialist (COS) preferred.

 

DESIRED:

 

College course work in bookkeeping or a similar combination of education/experience. Knowledge of Federal programs. Ability to interpret Federal Regulations and apply information.  Prior supervisory experience in related field.

 

PHYSICAL:

 

Ability to read and write written correspondence, read and post ledgers, and work with computerized reports, code books, plans, etc.  Ability to communicate clearly with others by telephone and in person. Physical range of motion and coordination for extensive filing and work with client files. All physical requirements are evaluated based on the ability to perform, with or without reasonable accommodation under the ADA.
