The Role 

The Government Contracts & Proposal Supervisor is a senior, full-time role that leads Anthos|Home's government procurement and proposal strategy, from identifying funding opportunities through establishing and launching new government contracts. This role owns the end-to-end process of monitoring Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and other government procurement opportunities, and of producing competitive, fully responsive submissions that increase the organization's government funding. It also maintains a focused set of contract-compliance and procurement-portal responsibilities that keep Anthos|Home's government contracts and grants in good standing. 

Managed by the Chief of Staff, the Supervisor works collaboratively with the finance, program, and senior leadership teams to build a strong pipeline of government funding and to translate Anthos|Home's programs into clear, compelling proposals.

Key Responsibilities Government Funding Pipeline & Opportunity Assessment 
  • Monitor and track government RFP, RFQ, and procurement opportunities from New York City, New York State, and federal sources relevant to Anthos|Home's mission and strategy. 
  • Review and summarize opportunities, assess eligibility requirements and strategic fit, and present recommendations to senior leadership. 
  • Maintain a forward-looking pipeline of government funding opportunities and anticipated re-solicitations. 
  • Build relationships with government funders and stay current on agency priorities and procurement trends. 

Proposal Development & Submission 

  • Lead the end-to-end proposal process: build and manage timelines, coordinate internal contributors, and ensure timely submission. 
  • Draft, edit, and finalize clear, compelling, and fully responsive proposal narratives and required documentation. 
  • Collaborate with organization leadership and the finance, and program teams to develop accurate budgets, staffing plans, and program designs for proposals. 
  • Check each submission against the solicitation's instructions and requirements to ensure a complete, conforming response. 
  • Track submission outcomes, debrief on awarded and declined proposals, and capture lessons learned to strengthen future submissions. 

Proposal Infrastructure & Procurement Systems 

  • Develop and maintain a library of reusable proposal content, organizational boilerplate, past-performance summaries, and data summaries to streamline future submissions. 
  • Maintain registrations and good standing on all relevant procurement portals (e.g., PASSPort, HHS Accelerator, Grants.gov, SAM.gov). 

Contract & Grant Compliance 

  • Track contract deliverables, reporting deadlines, and compliance milestones, and maintain compliance and reporting calendars. 
  • Support programmatic, fiscal, and reporting obligations across government contracts and grant agreements, in coordination with finance and program teams. 
  • Oversee non-fiscal program auditing responsibilities  
  • Develop and implement monitoring protocols to ensure program compliance, including review of aftercare case notes and documentation standards  
  • Maintain the government registrations and filings that keep Anthos|Home eligible to compete for and hold government contracts. 
  • Manage and ensure compliance with all lobbying reporting requirements.  
  • Review and manage all non-employment-related legal agreements, including government contracts, consultant contracts using outside counsel as needed. 
  • Coordinate with outside counsel on contract review as needed. 

Additional Organizational Support 

  • Manage the organization’s digital record keeping and online document library.  
  • Other duties as assigned 
Qualifications Required Qualifications 
  • Bachelor's degree in public administration, nonprofit management, public policy, communications, or a related field. 
  • 5+ years of experience in grants management, compliance, RFP/procurement processes, or government contract management, preferably in the nonprofit, government, or social services sectors. 
  • Demonstrated success securing public funding at the city, state, and/or federal levels. 
  • Experience with NYC and New York State government agencies and procurement processes, particularly DHS, DSS/HRA, HPD, or DYCD. 
  • Exceptional written communication skills, with the ability to produce clear, compelling, and fully responsive proposal narratives. 
  • Ability to translate data and quantitative outcomes into clear, compelling narratives. 
  • Strong project management skills, with the ability to manage multiple proposal timelines simultaneously. 
  • Working knowledge of government contracting and grant and contract compliance requirements. 
Preferred Qualifications 
  • Master's degree in a related field. 
  • APMP (proposal management) or Grant Professional Certified (GPC) credential, or similar certification. 
  • Knowledge of housing subsidy programs (e.g., CityFHEPS, HAVP, Section 8) and related regulations. 
  • Lived experience related to housing instability is welcomed and valued.

  • Exceptional writing and editing skills, with a track record of producing polished, deadline-driven proposals. 
  • Excellent project management skills, with the ability to manage multiple complex timelines simultaneously. 
  • Strong interpersonal and collaboration skills, with the ability to work across departments and with external partners. 
  • High attention to detail and accuracy, especially in meeting solicitation requirements and submission deadlines. 
  • Experience navigating NYC procurement processes and portals, including PASSPort and HHS Accelerator/Procure-to-Pay.
  • Tech-savvy and quick to learn new tools and systems; proficiency in Salesforce, MS Word, Excel, and PowerPoint required.

Compensation & Benefits 
  • Competitive pay: $85,000 - $95,000 
  • Hybrid work environment (2–5 days in office/field per week) 
  • This role requires flexibility to work evenings and weekends as needed.
