POSITION SUMMARY

The Community Manager within the Affordable Housing Business Unit is responsible for the overall operational, financial, and administrative performance of one or more affordable housing communities, including LIHTC and/or Section 8 properties. This role oversees budget management, marketing initiatives, staff supervision, regulatory compliance, resident relations, and maintenance of physical assets. Serving as the primary management representative, the Community Manager collaborates with property owners, regulatory agencies, and other stakeholders to ensure compliance and operational excellence.

Reporting to the Regional Property Manager or Vice President of the Affordable Housing Business Unit, the Community Manager supervises onsite property staff and is responsible for recruiting, hiring, staffing, wage reporting, resident certifications and recertifications, leasing activities, marketing efforts, accounts receivable, and collections. The ideal candidate is adaptable, customer-focused, and able to work a flexible schedule that may include weekends and holidays as business needs require.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Complete move-ins, move-outs, recertifications, and interims in compliance with HUD and NHE requirements.
  • Monitor regulatory compliance for LIHTC, HUD, HOME, HTF, and other applicable programs.
  • Ensure compliance with Fair Housing laws and property-specific program regulations.
  • Interpret and apply IRS Section 42 and HUD regulations, recommending compliance improvements as needed.
  • Prepare for and participate in audits, management reviews, and inspections by regulatory agencies and HUD.
  • Support recruitment, interviewing, training, and development of community staff when needed.
  • Oversee staff performance, coaching, cross-training, and professional development.
  • Communicate employee performance issues promptly and take appropriate corrective action.
  • Foster a positive, collaborative work environment through effective leadership.
  • Ensure timely completion of personnel administration, including evaluations, transfers, promotions, payroll, and bonuses.
  • Maintain compliance with company policies, safety standards, and industry regulations.
  • Ensure staff adhere to policies, safety procedures, and incident reporting requirements.
  • Partner with maintenance teams to oversee property maintenance programs and ensure timely, high-quality resident service.

COMPLIANCE RESPONSIBILITIES:

  • Complete all move ins/outs/re-certifications/Interims etc. as required by HUD and NHE guidelines
  • Monitors regulatory compliance on behalf of owner/agent with appropriate regulations (LIHTC Section 42, HUD Section 8/PRAC/HAP, HOME, HTF, etc.)
  • Oversees compliance with Fair Housing Laws
  • Ensure each property is adhering to their specific program types regulations
  • Interprets and applies IRS Section 42 and HUD regulations and identifies and recommends compliance and changes as appropriate.
  • Prepares and participates in management reviews and physical inspections from third parties, local or state housing authorities and/or HUD

SUPERVISOR RESPONSIBILITIES

Directly supervises the office staff. Carries out supervisory responsibilities in accordance with NHE, Inc. policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. At properties where only one employee is needed, there are no supervisory responsibilities with this job

This role regularly requires the use of hands, and the ability to communicate and hear. Employees frequently stand, walk, and sit, and may occasionally reach, climb, balance, stoop, kneel, crouch, crawl, or lift up to 10 pounds. Required vision abilities include close and distance vision, color and peripheral vision, depth perception, and focus adjustment.

EDUCATIONAL AND/OR EXPERIENCE

Bachelor’s degree or two years of successful working experience in the apartment management industry, including extensive customer service and leasing/marketing preferred.   Must have training or experience in basic computer use, including common applications such as Microsoft Word and Excel as well as experience with web-based software used in apartment management (Yardi Voyager). Other related experience or equivalent education may be substituted.

QUALIFICATIONS 

  • Affordable/Tax Credit (LIHTC) management experience is preferred (designations are strongly preferred)
  • Knowledge of apartment management laws and regulations on a federal, state, and local level
  • Knowledge of expense control and financial management.
  • Must have a valid driver’s license and means of immediate transportation to attend meetings, events and daily activities
