Tashkent Airport Company (TAC) is the operating company for the new Tashkent Greenfield Hub Airport, a PPP backed by Vision Invest, Sojitz, Incheon International Airport Corporation and Uzbekistan Airports. Opening in 2030 with capacity for 20 million passengers and 126,000 tonnes of cargo, the airport will grow to 50 million passengers and 500,000 tonnes by 2065. TAC will operate and manage the landside and terminal, and will operate — directly or via concessions — ground handling, the fuel farm, in-flight catering, MRO and the general aviation terminal.

Role Purpose

The Commercial Planning Engineer bridges scheduling and commercial/contractual functions, ensuring that project schedules are developed, maintained, and analyzed with full consideration of contractual obligations, procurement timelines, and cost implications. The role supports the Cost Control & Planning Manager by linking schedule performance to commercial outcomes — including variations, claims, extensions of time, and contractor entitlement assessments — across a portfolio of large-scale EPC and infrastructure works.

Key Responsibilities

1. Schedule Development & Commercial Integration

  • Develop and maintain integrated project schedules (Primavera P6) incorporating design, procurement, construction, and commissioning activities.
  • Align schedule structures (WBS, activity coding) with contract packages and commercial reporting requirements.
  • Support development of procurement schedules and long-lead item tracking in coordination with commercial and supply chain teams.

2. Delay & Extension of Time (EOT) Analysis

  • Perform critical path and delay analysis to assess the schedule impact of variations, changes, and contractor claims.
  • Prepare and review Extension of Time (EOT) submissions and supporting schedule evidence.
  • Support forensic schedule analysis in the event of disputes or claims.

3. Commercial & Contract Support

  • Provide schedule-based input to variation assessments, change orders, and contractor entitlement evaluations.
  • Support the commercial/contracts team in reviewing contractor schedule submissions for compliance with contractual requirements.
  • Assist in evaluating tender programmes and schedule assumptions during bid evaluation.

4. Progress Monitoring & Reporting

  • Monitor progress against baseline schedules, identifying variances and their commercial implications.
  • Prepare schedule and commercial risk reports for project leadership, highlighting areas of exposure.
  • Support integration of cost and schedule data for combined performance reporting (e.g. EVM).

5. Coordination

  • Work closely with planning, cost control, procurement, and legal/commercial teams to ensure alignment between schedule and contractual positions.
  • Validate contractor progress claims against schedule and physical progress.
  • Support continuous improvement of scheduling and commercial reporting practices.
Candidate Profile

Qualifications & Certifications

  • Bachelor's degree in Engineering, Quantity Surveying, Construction Management, or a related field.
  • Relevant planning or commercial certifications (e.g. RICS, AACE PSP) an advantage.

Experience

  • Minimum 6–10 years of experience in planning/scheduling roles with a strong commercial or contractual dimension, ideally within EPC or large-scale construction.
  • Experience in airport, infrastructure, or major capital projects is preferred.
  • Advanced proficiency in Primavera P6, including resource and cost loading.
  • Working knowledge of contract forms (e.g. FIDIC), variations, and claims/EOT processes.

Skills & Attributes

  • Strong analytical and critical path analysis skills, with a commercial mindset.
  • Ability to translate schedule data into clear commercial and contractual implications.
  • Clear communicator able to work effectively with planning, commercial, and legal stakeholders.
  • Fluent English required, Russian or Uzbek an advantage.
Success Measures (indicative)
  • Integrated schedules maintained accurately, with commercial and contractual implications clearly identified.
  • EOT and delay analyses delivered on time, with robust supporting evidence.
  • Schedule-related variations and claims resolved without material adverse commercial impact to the project.
