Job Description

The project:

Connect Plus holds the 30-year Design, Build, Finance and Operate (DBFO) contract for the M25 and its key arterial link roads, awarded in 2009 by National Highways (formerly Highways England). The M25 DBFO is one of the UK’s largest highways private finance initiatives, supporting the operation, maintenance and improvement of one of the country’s most strategically important road networks.

Since contract award, Connect Plus has delivered over £1.4bn of road improvements and continues to drive innovation, efficiency and long-term value through its asset investment and improvement programmes.

The current Road Investment Strategy 3 (RIS3) programme includes the delivery of technology renewals and improvement schemes funded through the Change to the Operational Framework Agreement (COFA). These works require effective procurement, commercial management and robust governance to ensure delivery against agreed programme, cost, quality and performance objectives.

Our supply chain:

Connect Plus works collaboratively with National Highways and an established network of strategic delivery partners to deliver its infrastructure investment and improvement programmes.

Connect Plus Services (CPS) is our principal operations and maintenance partner, supported by specialist framework contractors responsible for delivering lifecycle renewals and improvement works across the M25 network.

Our commercial arrangements include a Lifecycle Renewals Framework operating under a bespoke Cost Plus Contract, alongside a Call-Off Framework (COFA) for National Highways-funded improvement schemes, primarily delivered through NEC3/NEC4 contractual arrangements.

We place strong emphasis on effective supply chain management, commercial transparency and collaborative working, fostering relationships that drive innovation, manage risk, optimise delivery performance and deliver sustainable value for money across our investment portfolios.

The team:

Connect Plus operates as an intelligent client, providing strategic oversight, commercial governance and performance management of its supply chain to deliver long-term DBFO and National Highways objectives.

The successful candidate will join the Connect Plus commercial function, working closely with Portfolio Managers, the wider commercial and technical delivery teams, Connect Plus Services, National Highways and framework contractors.

The role will initially focus on supporting the commercial delivery of the COFA RIS3 programme, with the flexibility to provide commercial support across the wider DBFO Lifecycle Renewals portfolio as business priorities evolve.

Job description

  • Lead the commercial management and procurement of COFA RIS3 technology packages and wider M25 DBFO asset lifecycle renewal and improvement programmes, as required.
  • Manage the procurement and administration of works under NEC3/NEC4 contracts, primarily Option C (Target Cost) and Option E (Cost Reimbursable), including the agreement of target costs and procurement through established frameworks.
  • Provide commercial oversight and assurance throughout the project lifecycle, from early development and procurement through to delivery, contract administration and final account.
  • Review and challenge package pricing, scope, programme, risks and opportunities, ensuring value for money, cost certainty and effective commercial governance.
  • Attend Collaborative Package Reviews (CPRs) and supply chain forums, assessing package readiness, including design maturity, roadspace availability, Tier 2 engagement and delivery risks.
  • Manage contractual change control, including the assessment and validation of compensation events, and support whole-life costing assessments associated with contract variations.
  • Oversee payment assessments, approval of Main Contract Payment Certificates and agreement of final accounts in accordance with contractual requirements and delegated authorities.
  • Support the development and management of project budgets, forecasts and commercial reporting, identifying risks, efficiencies and innovation opportunities.
  • Prepare, issue and administer contracts through Aconex, maintaining appropriate commercial records and governance compliance.
  • Undertake commercial audits and provide assurance on contractual compliance, financial controls and commercial performance.
  • Work collaboratively with CPS Project Managers, Framework Contractors, Connect Plus Portfolio and Commercial teams, and National Highways to resolve commercial challenges and support successful programme delivery.
  • Maintain an understanding of programme priorities, design maturity, equipment availability and delivery dependencies to anticipate and mitigate commercial risks.
