Job Description

Turner & Townsend is seeking an experienced Commercial Manager to lead commercial strategy, contract management, programme controls, budgeting, and risk management for a major national infrastructure programme.

This senior role will provide high‑level commercial leadership across all phases of the project lifecycle, supporting successful delivery of a complex, multiyear capital investment programme.

You will oversee commercial governance, guide procurement and contract strategy, and ensure robust financial, schedule, and risk performance.

You will lead a multidisciplinary team — including cost, planning and project controls specialists — while working closely with client stakeholders, delivery partners, and industry collaborators.

Qualifications

Commercial Leadership:

- Lead all commercial and contractual activities across assigned programme workstreams.

- Develop contract strategies, oversee tendering and negotiations, and ensure alignment with client governance requirements.

- Manage cost planning, forecasting, benchmarking, performance reporting, and change control.

- Ensure strong commercial stewardship across the full lifecycle of the programme.

 

Programme & Project Controls:

- Oversee the development and maintenance of the Master Programme and capital budgets.

- Monitor schedule performance, risk exposure, earned value, and commercial progress.

- Ensure timely and accurate reporting to the client and governance bodies.

 

Team Leadership & Collaboration:

- Lead and mentor team members including cost managers, planners, and project controls professionals.

- Foster a collaborative, high performance culture across project teams and interfaces.

- Support capability development, knowledge sharing, and continuous improvement.

 

Governance & Compliance:

- Ensure full compliance with client governance frameworks, public procurement requirements, and corporate procedures.

- Maintain high quality documentation and audit‑ready records across all commercial, contractual, and programme control functions.

- Support business case development, assurance processes, and stakeholder engagement.

 

Essential Qualifications & Experience

- Bachelor's degree in Engineering, Quantity Surveying, Project Management, or related discipline.

- Professional membership (e.g., SCSI, RICS, Engineers Ireland, APM).

- Minimum 15 years’ experience delivering major infrastructure or capital programmes.

- Significant commercial leadership experience in complex, multi-disciplinary environments.

- Strong understanding of contract strategy, procurement, cost management and commercial governance.

- Experience working with NEC4, FIDIC or public sector contract frameworks.

- Proven ability to lead commercial teams and influence stakeholders at senior level.

 

Desirable Experience

- Experience in transportation, utilities, or other large scale public infrastructure sectors.

- Familiarity with public sector governance and business case development.

- Understanding of project risk management and safety related assurance processes.

- Working knowledge of Primavera P6 and project cost forecasting tools.
